JOB DESCRIPTION / ROLE

Employment: Full Time

Key purpose
The key role of this position is to provide optimised management of the rolling stock and depot asset for the Dubai Metro.

Reason for role
The Rolling Stock & Depots Manager is responsible for ensuring that the maintenance of the rolling stock and depots equipment meets the agreed standards and to the satisfaction of the customers within the budget and resource constraints.

Structure and reporting relationship
This position reports directly to the Engineering & Maintenance Director.

This position manages a team of Rolling Stock Professionals – approximately 140 staff.

Key accountabilities
• Plan, manage and allocate resources to provide effective depot workshop management services, rolling stock maintenance and technical support services, first line rapid response services, special parts procurement and inventory services for the Dubai Metro railway;
• Supervise and oversee the subordinate managers and engineers to carry out the maintenance activities within the corresponding sections covering rolling stock which includes passenger service vehicles, engineering support vehicles, shunting vehicles and wagons, stores and procurement, deport equipment which includes machine tools wheel lathe/ presses/ bores, lifting jacks/ cranes, rail maintenance vehicles and equipment;
• Provide training, support and guidance on depot equipment maintenance and the rolling stock maintenance within the Engineering & Maintenance Department and to the wider O&M organisation;
• Assist the Engineering and Maintenance Director in updating the relevant operations and maintenance procedures and instructions due to changes in system configuration, equipment maintenance policy, health safety quality and environmental (HSQE) policy and customer’s requirements;
• Carry out 24-hour on-call responsibility for incidents and emergency within its section;
• Assist the Engineering and Maintenance Director in providing strategic direction, planning, and managing the development and implementation of policy and procedures for minimising the life cycle maintenance costs, maximising availability of facilities and systems, providing for system safety, maximising reliability and providing adequate protection for employees, facilities, equipment, and parts;
• Assist Engineering and Maintenance Director in dealing with environmental issues relates to rolling stock and depot equipment;
• Perform and carry out duties as instructed/ directed by the Engineering and Maintenance Director

Technical, Financial and People Accountabilities
• Meeting the Key Performance Indicators according to the targets agreed with the Engineering and Maintenance Director.
• Manage the maintenance sections of rolling stock and first line response maintenance to ensure outputs delivered are to an appropriate standard on time and within the maintenance budget allocated for the maintenance of corresponding sections.

REQUIREMENTS

Knowledge
• Degree or high diploma in electrical or mechanical engineering discipline or equivalent;
• Professionally qualified with membership of a recognised engineering institution;

Skills
• Must be a skilled manager in communicating, motivating and developing staff;
• Must be politically incisive in communicating effectively with government agencies, board
• members, clients, media/press, contractors and staff;
• Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and
• effectively to unanticipated high workloads, events and emergencies;
• Ability to think laterally and analyse and assess a range of information;
• Ability to multi-task and analyse situations promptly and without bias so as to determine the
• proper course of action or alternatives without jeopardising human safety, quality and the
• committed performance targets;
• Thorough understanding of all aspects of safety issues related to railway operations and
• maintenance;
• Hold a valid driving license with good driving skill and experience.

Experience
• Minimum 3 years of relevant working experience in depot management and in maintaining and
• repairing car body, bogies and suspension, couplers and draft gears, operators control,
• propulsion system, friction brakes, batteries, auxiliary power supply and electrical equipment, car
• doors and doors control, ventilation and air-conditioning components, train control and monitoring
• system for rolling stock is highly preferable;
• At least 2 years of supervisory and management experience with the ability to manage one or
• more depots including rolling stock maintenance section with an aim to minimise the system
• unavailability and asset life cycle costs of the rolling stock;
• Experience in maintenance planning, preparing maintenance budget, maintenance plans and
• procedures, technical specifications, safety and quality plans and procedures as required;
