Roles and responsibilities:

• Safeguard commercial interests of Engineering Department, and ensure that monthly activities under QEN budgets are closely monitored.
• Initiate material/service purchase requests including follow-up on approvals.
• Prepare cost estimates for preventative and corrective maintenance activities, and shutdown tasks.
• Fill in contract initiation forms for contracts and supply agreements, including initiating procurement submission forms, scope of work development, and technical requirements preparation.
• Obtain budgetary quotations on new requirements for allocation of budgets.
• Provide support on tendering process and all tender-related enquires or clarifications including prequalification requirements.
• Coordinate pre-tender meetings and site visits.
• Conduct cost benchmarking exercise and support contracting and procurement section on making appropriate recommendations on contracts award.
• Review contract documents circulated for approval.
• Liaise and advise Engineering personnel on commercial and contractual matters including resolving disputes and handling of variation to contracts (VTC's).
• Provide post-contract quantity surveying services including advice on contractual and commercial awareness to Engineering Contract Holders and Site Representatives.
• Conduct site measurements and audits to ensure that all works executed under Engineering contracts are certified and paid in accordance with the terms and conditions of the contracts.
• Prepare monthly cost reports comprising details of commercial aspects of Engineering contracts, value of work done to date, value of actual payment made to the contractors, and a summary of the completed and on-progress purchase requisitions.
• Provide contractual correspondence on contractual and commercial issues and a day-to-day coordination with Engineering Contract Holders and Site Representatives.
• Propose new items (star rates) for existing contracts.
• Assist and advise Engineering Contract Holders in resolving contractual claims and disputes within OLNG procedures.
• Provide suggestions on the improvement of the current and/or previous completed contracts for future tender preparations to avoid or minimize the existence of disputes with the contractors.
• Provide feedback on commercial performance of existing contracts.
• Prepare interim certificates upon completion of milestones for Stand Alone (Lump sum) Contracts.

REQUIREMENTS

Qualifications and experience:

• Degree in engineering discipline & 10 years experience in oil & gas manufacturing & contract management
