JOB DESCRIPTION / ROLE
One of our customers in the Sultanate of Oman is looking for suitable candidates for the "Deputy Head of Section – Development of National Occupational Standards (NOS) Applications" position. This position is only for Omani nationals. Main purpose of the Job is to assist the Head of Section to:
• Regulate the performance of skills bodies responsible for the delivery of Occupational Standards products and services
• Ensure that the development of Occupational Standards products and services complies with the regulatory requirements
• Develop and maintain high-quality systems and processes for the delivery of Occupational Standards and associated
products and services
• Managing any delegated budgets in accordance with governmental requirements
Key responsibilities include:
• Maintain an in-depth knowledge and understanding of the programme of work of the department at all times
• Provide updates on the work of the department at regular intervals agreed with the HoD – Delivery
• Initiate and manage relationships with skills bodies, senior employers and government stakeholders to maintain support
for the skills system
• Contribute to strategy and policy decisions for the delivery of Occupational Standards products and services
• Represent the organisation at senior levels with regard to the delivery of Occupational Standards products and services
• Assist the HoS – NOS Applications to manage the performance of skills bodies in the delivery of high-quality, fit-for-
purpose Occupational Standards products and services and manage any remedial and/or punitive measures for
consistent under-performance, maladministration or malpractice
• Assist the HoS – NOS Applications to lead the development and maintenance of a delivery framework for Occupational
Standards products and services
• Implement strategy and policy decisions for the delivery of Occupational Standards products and services
• Assist in the development and maintenance of a high-quality, fit-for-purpose regulatory framework for the delivery of
Occupational Standards products and services
• Provide support and guidance on all aspects of Occupational Standards products and services delivery to senior external
and internal colleagues
• Produce and circulate reports as directed by the HoS – NOS Applications
• Contribute to the Communications Strategy and promote the use of Occupational Standards to external stakeholders
• Monitor staff performance and development on behalf of the HoS – NOS Applications as and when directed to
• Support professional development and talent planning across the team
• Develop, manage and report on any delegated budgets as directed by the HoS – NOS Applications
• Work on other projects as agreed with the HoS – NOS Applications and/or the Director OSC from time to time
REQUIREMENTS
Knowledge and Skills required are as follows:
• Working knowledge of the Omani and International skills agenda, changing skills landscape, statutory requirements
underpinning Occupational Standards development and delivery
• Analytical and strategic thinking and skills combined with practical delivery expertise.
• Extensive planning and delivery experience
• Excellent strategic and analytical skills
• Fluent In English ( Writing , Reading And Speaking )
• The ability to combine long-term planning and short-term reactive working
• Experience of establishing and maintaining networks across the whole sector
• Excellent writing and proof-reading skills
• Excellent project management skills
• Excellent organisational skills and an ability to prioritize workload to tight deadlines
• Excellent interpersonal and communication skills at all levels
• Good, independent judgment
• Good understanding of the Technical and Vocational Education and Training (TVET) landscape, both in Oman and
internationally and the challenges of developing and maintaining the Omani system
• Working knowledge of framework design and structure
• Ability to pay close attention to detail with an organised methodical approach
• Ability to multitask and work under pressure in order to meet deadlines
• Computer literate (experienced in Microsoft packages)
• Excellent communication skills at all levels
Qualifications
• Minimum Bachelors Degree in ( Education , Engineering , Economics )
• Management and leadership
• Relevant professional certifications
• Member of a relevant international professional body
Working Conditions
• Head office based
• Occasional/regular travel required
• Occasional requirement for working outside of contractual hours
