JOB DESCRIPTION / ROLE
One of our customers in the Sultanate of Oman is looking for suitable candidates for the "Head of Section – Development of National Occupational Standards (NOS)" position. Main purpose of the Job is to:
• Regulate the performance of skills bodies responsible for the development of Occupational Standards
• Ensure that the development of Occupational Standards complies with the regulatory requirements
• Develop and maintain high-quality systems and processes for the development of Occupational Standards
• Provide leadership to the development performance team
• Manage any delegated budgets in accordance with governmental requirements
Key responsibilities include:
• Initiate and manage relationships with skills bodies, senior employers and government stakeholders to maintain support
for the skills system
• Contribute to strategy and policy decision for the development of Occupational Standards
• Represent the organisation at senior levels with regard to the development of Occupational Standards
• Manage the performance of skills bodies in the development of high-quality, fit-for-purpose Occupational Standards and
authorize remedial and/or punitive measures for consistent under-performance
• Lead the development and maintenance of a development framework for Occupational Standards
• Implement strategy and policy decisions for the development of Occupational Standards
• Act as a mentor and coach to the team to develop their skills and competence to take up higher roles, within timescales
agreed with the company management.
• Develop and maintain a high-quality, fit-for-purpose regulatory framework for the development of Occupational Standards
• Provide support and guidance on all aspects of Occupational Standards development to colleagues, as required
• Produce and circulate reports and statistics about Occupational Standards for the use of internal and external
stakeholders
• Contribute to the communications strategy and promote the use of Occupational Standards to external stakeholders
• Monitor staff performance and development, set objectives and conduct annual appraisals.
• Support professional development and talent planning across the team
• Develop, manage and report on any delegated budgets as directed
• Work on other projects as required from time to time
REQUIREMENTS
Knowledge and Skills required are as follows:
• Comprehensive and current knowledge of the Omani and International skills agenda, changing skills landscape, statutory
requirements underpinning Occupational Standards development and delivery
• Analytical and strategic thinking and skills combined with practical delivery expertise.
• Extensive planning and delivery experience
• Excellent strategic and analytical skills
• Fluent In English ( Writing , Reading And Speaking )
• The ability to combine long-term planning and short-term reactive working
• Experience of establishing and maintaining networks across the whole sector
• Excellent writing and proof-reading skills
• Excellent leadership and project management skills
• Excellent organisational skills and an ability to prioritize workload under tight deadlines
• Excellent interpersonal and communication skills at all levels
• Thorough understanding of the Technical and Vocational Education and Training (TVET) landscape, both in Oman and
internationally and the challenges of developing and maintaining the Omani system
• Extensive knowledge of Occupational Standards development and delivery practices from the UK, Australia and other
relevant countries
• Extensive knowledge of framework design and structure
• Extensive knowledge of Government stakeholder requirements in framework development
• Ability to pay close attention to detail with an organised methodical approach
• Ability to multitask and work under pressure in order to meet deadlines
• Computer literate (experienced in Microsoft packages)
Qualifications
• Degree in ( Education , Engineering , Economics )
• Management and leadership
• Relevant Certifications
• Member of a relevant international professional body
Working Conditions
• Head office based
• Occasional/regular travel required
• Occasional requirement for working outside of contractual hours
