JOB DESCRIPTION / ROLE
One of our customers in the Sultanate of Oman is looking for suitable candidates for the "Senior Specialist – Development of National Occupational Standards (NOS)" position. Main purpose of the Job is to :
• Manage the performance of skills bodies responsible for the development of Occupational Standards in the sector(s)
assigned by the Head of Department –Development (HoS – Development of NOS)
• Ensure that the development of Occupational Standards complies with the regulatory requirements
• Manage the development and maintenance of high-quality systems and processes for the development of Occupational
Standards
• Management of direct reports
• Managing any delegated budgets in accordance with governmental requirements
Key responsibilities include:
• Initiate and manage relationships with skills bodies, senior employers and government stakeholders to maintain support
for the skills system
• Contribute to strategy and policy decisions for the development of Occupational Standards
• Represent the organisation externally with regard to the development of Occupational Standards
• Manage the performance of skills bodies in the development of high-quality, fit-for-purpose Occupational Standards and
manage remedial and/or punitive measures for consistent under performance, maladministration or malpractice
• Manage the development and maintenance of a development framework for Occupational Standards
• Report any deviation from agreed policy and procedures
• Report any occurrences, actual or suspected, of maladministration and/or malpractice
• Implement strategy and policy decisions for the development of Occupational Standards
• Act as a mentor and coach to at least one Specialist – Development of NOS to develop their skills and competence to
become a Senior Specialist – Development of NOS within timescales agreed with the HoS – Development of NOS
• Contribute to the development and maintenance of a high-quality, fit-for-purpose regulatory framework for the
development of Occupational Standards
• Manage the regulatory framework for the development of Occupational Standards
• Provide support and guidance on all aspects of Occupational Standards development to external and internal colleagues
• Produce reports and statistics about Occupational Standards for the use of internal and external stakeholders
• Contribute to the communications strategy and promote the use of Occupational Standards to external stakeholders
• Monitor staff performance and development, set objectives and conduct annual appraisals.
• Support professional development and talent planning of direct reports
• Develop, manage and report on any delegated budgets as directed by the HoS – Development of NOS
• Work on other projects as agreed with the HoS – Development of NOS from time to time
REQUIREMENTS
Knowledge and Skills required are as follows:
• Comprehensive and current knowledge of the Omani and International skills agenda, changing skills landscape, statutory
requirements underpinning Occupational Standards development and delivery
• Analytical thinking and skills combined with practical delivery expertise.
• Extensive planning and delivery experience
• Excellent strategic and analytical skills
• Fluent In English ( Writing , Reading And Speaking )
• The ability to combine long-term planning and short-term reactive working
• Experience of establishing and maintaining networks across the whole sector
• Excellent writing and proof-reading skills
• Excellent management and project management skills
• Excellent organisational skills and an ability to prioritize workload to tight deadlines
• Excellent interpersonal and communication skills at all levels
• Good, independent judgment
• Thorough understanding of the Technical and Vocational Education and Training (TVET) landscape, both internally and
internationally and the challenges of developing and maintaining the Omani system
• Understanding of Occupational Standards development and delivery practices from the UK, Australia and other relevant
countries
• Extensive knowledge of framework design and structure
• Working knowledge of Government stakeholder requirements in framework development
• Ability to pay close attention to detail with an organised methodical approach
• Ability to multitask and work under pressure in order to meet deadlines
• Computer literate (experienced in Microsoft packages)
• Excellent communication skills at all levels
Qualifications
• Minimum bachelors degree in ( Education , Engineering , Economics )
• Management and leadership
• Relevant professional certifications
• Member of a relevant international professional body
Working Conditions
• Head office based
• Occasional/regular travel required
• Occasional requirement for working outside of contractual hours
