JOB DESCRIPTION / ROLE
Key responsibilities
Supervise and control site construction and installation of works associated with oil and gas process plants and pipelines, undertaken on a capital basis, in clientu2019s operational and non-operational areas as assigned, covering civil construction and testing duties.
Coordinate pre-commissioning activities and assist during commissioning of facilities.
Initiate ITR-A, ITR-B, ITR-C, punch lists, construction completion certificates (CCC), mechanical completion certificates (MCC), and facilitate the issuance of project completion and discharge certificates.
Inspect construction works and materials in accordance with project quality plans and inspection and test plans (ITPs).
Supervise the EPC contractors during the execution of construction activities.
Participate in reviewing design drawings, method statements, material requisitions, etc.
Supervise and coordinate mobilization of contractors to site as per schedule.
Supervise and approve construction activities and coordinate various aspects of project construction including inspections (RFIs), material approvals, checking validity of site working drawings, and processing construction-related documentation as required.
Carry out daily checks on contractoru2019s staff and work executed to ensure compliance with prescribed contractual obligations and specifications.
Report to direct supervisor any work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions.
Review and endorse work permits on behalf of client and ensure that contractors comply with permit to work systems and safety policies and requirements.
Participate in development of as-built drawings and documentation.
Prepare punch lists for finished work prior to handover to client by contractor, paying special attention to all EHV equipment including quality checks.
Work closely with client construction supervisors (mechanical, architectural, civil, pipeline).
Report to senior construction supervisor on main issues, events at site, progress reporting, trends, and recommendations for improvement.
Be accountable for supervising contractoru2019s work that is in progress, inspecting work, reporting problems, and preventing accidents caused by negligence by enforcing client safety standards on the work site.
Liaise and report with the QC inspector on quality-related matters.
Liaise with the HSE team on safety-related matters.
Coordinate with discipline construction focal points and supervisor activities throughout the construction of multi-discipline projects, including chairing weekly construction progress meetings, site document control, and liaison with different discipline supervisors, senior project engineers, and personnel of other departments.
Review project planning and scheduling for projects during the construction phase, identify any construction slippage, and assist in optimizing contractors' resources.
Review construction method statements and pre-commissioning procedures.
Review and endorse RLMUu2019s as-built drawings and construction dossiers.
Ensure that clientu2019s safety regulations are implemented by contractors as per project safety management plans and the State of Qatar's environmental and other regulations.
Inspect construction works and materials in accordance with project quality plans and inspection and test plans (ITPs).
Coordinate with concerned parties to resolve routine site issues and refer technical queries to senior construction supervisor.
Update daily and weekly construction progress reports for assigned projects and verify contractors' progress statements for accuracy.
Attend weekly progress meetings for assigned projects.
Requirements
- Higher National Certificate (HNC) level in an engineering discipline or equivalent plus relevant courses in safety, quality, and construction; or Bachelor of Science or diploma in civil engineering discipline from a recognized university; or a diploma in relevant engineering discipline.
- A minimum of 10 yearsu2019 experience in oil and gas projects.
- 10 years in civil engineering discipline related to brownfield, stations, refinery, and cross-country pipelines in oil and gas industry and in pipeline onshore projects.
- Conversant with international engineering codes, standards, and specifications.
- Ability to work within a diverse cultural environment with interpersonal and team-building skills.
- Good command of English (oral and written).
- Good communication, report writing, and negotiation skills.
- Exposure to and knowledge of industry QSHE (Quality, Safety, Health, and Environment) requirements.
- Good supervisory, planning, and coordination skills.
- Understanding of pipeline and station piping construction requirements and interface with other construction disciplines.
- Computer literate in appropriate software.
- Ability to highlight potential bottlenecks and problems and develop and implement solutions.
- Ability to manage multi- and multicultural contractors.
