Opportunity:

Parsons is the Project Management Consultancy for a major rail systems project in Qatar. Scope includes Rolling Stock, Signaling, Telecoms, Electrification, OCC, Tunnel Ventilation, AFC, MEP in stations, track, depot and stabling yards. We are currently looking for a Contract Administrator (MEP) with rail systems design and build projects experience.

Position Overview:

The Contracts Administrator role will include letter writing, preparation of Variation Order Recommendations, assessment of Contractor’s submissions related to Engineer’s Instructions, compliance with Client’s Variation Procedures, maintenance of all files, logs and trackers and inputting to weekly and monthly reporting. The Contract Administrator shall be capable of managing relationships with all personnel in QR, PMCS, MSI and others so as to receive all necessary information and support regarding the administration of the Contract.

Job Accountabilities:

- Assist the Systems Contract Administration Team.
- Provide quantity surveying support to the senior QS as required and directed.
- Provide assistance to the functional managers in the Contracts Department.
- Have good understanding of procurement, and construction terminology, concepts, and relationships.
- May interface with Clients, attend regular meetings, and give statistical reports.
- Maintain updated trackers (Engineer Instruction, Request for Quotation and Value Engineering).
- Prepare variation order recommendation pack for review by the Contracts Manager.
- Prepare assessment of the Contractor’s claims for variations to Engineer’s Instruction issued to them for review by the Systems Contracts Manager.
- Contribute to the updating of reports for review by management, to support weekly and monthly reporting to the Client.
- Interface and partner with appropriate contacts and stakeholders to support the project and contract administration functions.
- Carries out the Consultant Services required for this position and deemed to represent the minimum acceptable qualifications for the Services.
- Performs other responsibilities associated with this position as may be appropriate / required.
- Coordinates and supports evaluation of proposed variations and the consequences in case of delays, changes, claims, etc.
- Contacts and interacts with QR, PMCS’ Managers and team, and Contractor with regards to all contract administration matters having an impact on the project.
- Coordinates with counterparts of QR and Contractor.
- Develop awareness of Client critical issues.
