JOB DESCRIPTION / ROLE

Employment: Full Time

Job Description:
- This is a Senior Contract Management role and requires expertise in pre- and post-contract phases of projects. The role includes but is not limited to the following responsibilities.
- Provide and manage procurement and/or contractual activities for allocated projects.
- Ensure achievement of and compliance with procurement and contractual targets in the best interest of the Client during all stages of the Project, including commercial close-out.
- Develop procurement strategies and plans for both the Programme and various Project(s).
- Ensures that contracts are signed and thereafter managed throughout the Project(s) as per the Authority’s relevant policies and procedures.
- Ensures that contract administration is properly conducted by all Consultants, and Contractors for all allocated projects.
- Monitor and report on the performance of contract administration by consultants.
- Ensures requests for variations, addendums, extensions of time claims, and other contractual claims are being processed as per the Authority’s relevant policies and procedures.
- Provide support to the project team and others, where required, on procurement and contractual matters.
- Provide regular progress reports and elevate issues within the Authority.
- To continually seek to improve and develop by capturing lessons learned from the cost, financial, and procurement processes/outcomes and use this intelligence to alter the process, tools, and/or systems to improve project delivery.
- Ensures that all necessary approvals are obtained as per Client procedures for all procurement and project processes at pre and post-contract stages.
- To be an internal facilitator to assist with other departments within the Client.

REQUIREMENTS

Required Skills and Competencies:
- Minimum of 15 years of post-graduate experience in major infrastructure projects or programs. Preference will be given to roads, aviation, structures, or rail-related experience.
- Experience in International contract mechanisms e.g., FIDIC and Governmental forms.
- Experience in the assessment of claims and variations on major infrastructure projects.
- Experience of working in Qatar or the Gulf region.
- Demonstrable record in the delivery of large multidisciplinary projects.
- In-depth knowledge and experience of Client project procedures.
- A “rounded profile”, comfortable with procurement (all matters up to contract award), formulating contracts & management of post-contract administration to ensure that Project(s) are successfully delivered in terms of quality, cost, and time parameters. the successful candidate will also be able to mobilize people and motivate teams with their leadership skills. The candidate should be adept at leading a team and helping them to secure successful outcomes.
- Effective in building good working relationships within complex organizational structures, both internally and with various project stakeholders.

Mandatory Requirements:
- University degree from a recognized University in an appropriate field such as Project Management, Commercial Management, Construction Management, Quantity Surveying, or equivalent.
- In-depth knowledge and experience of Client/Government processes and procedures.
- Client-side experience.
- Excellent communication skills in English, written and spoken.

Desirable requirements
- Professionally qualified in MRICS or MCIPS or equivalent is preferable.
- Master’s degree in a relevant field.
- Arabic language skills.
- Driving License.
- Experience working in Qatar and/or the Gulf region.
