JOB DESCRIPTION / ROLE

Employment: Full Time

- This is a senior leadership role and has overall responsibility for all Procurement and Commercial activities of the Highway Projects Department.
- Responsible for all commercial activities for the department (cost, budgets, contracts, claims, managing agreements with key partners).
- Ensures achievement and compliance with all commercial targets.
- Ensures contract management and administration compliance related to Projects.
- Ensures Programmer and Project related financial management-related issues are dealt with in a timely manner.
- Initiates and conducts meetings as required with Supply Chain concerning Project(s) related commercial and contract management matters.
- Reviews recommendations for requests for variations, addendums, extensions of time claims, and other contractual claims being processed in time and as per the Authority’s relevant policies and procedures.
- Skilled at understanding and recognizing how financial information, law or policy changes can impact bids/contracts/projects.
- Provide support to managers, amongst others, where required, on commercial matters.
- Provide regular progress reports and elevate issues within the Authority.

REQUIREMENTS

- Minimum of 15+ years post-graduate experience with a minimum of 5 years demonstrable experience in a management position in major infrastructure projects or programmers. Experience in large highway projects and/or roads, aviation, civil structures, or rail-related experience.
- Management of key customer and stakeholder relationships.
- The leadership of complex contract negotiations (strategy and execution).
- In-depth knowledge and experience of Government commercial procedures.
- Ability to make impartial priority calls and determine the appropriate action after considering different stakeholder views.
- The ability to think creatively and exercise sound judgement based on risk analysis.
- Ability to work in a multicultural environment and promote collaboration.
- Ability to apply sound judgement, think laterally and innovatively, and identify innovative solutions or ways of working to achieve the same end goal.
- Demonstrable record in the delivery of large multidisciplinary projects.
- A “rounded profile”, comfortable with planning, analysis, and managing process and commercial considerations. The successful candidate will also be able to mobilize people and teams through their leadership to secure successful deliverables.
- Effective in building good working relationships within complex organizational structures, both internally and with various project stakeholders

Mandatory Requirements:
- University degree from a recognized university in an appropriate field such as Quantity Surveying, Commercial Management, Construction Management, or equivalent.
- In-depth knowledge and experience of Government processes and procedures.
- Excellent communication skills in English, written and spoken.
- Client-side experience.
- Experience working in Qatar, the Gulf region, and internationally.

Desirable Requirements
- Professionally qualified in MRICS or equivalent is preferable.
- Master’s degree in a relevant field.
- Arabic language skills.
- Valid Qatari Driving License.
