Responsibilities
Our newest opportunity is for a talented HSE Engineer, seconded to our client from the government sector in Doha, Qatar.
We envisage success in this role to include:
- Carrying out planned and unplanned inspections of Framework Contractors' work activities, labor camps, etc. to ensure the Framework Contractor's compliance with all contractual obligations related to HSE.
- Ensuring timely closure of HSE non-conformities by the Framework Contractor in line with inspection and audit reports.
- Reviewing and analyzing health and safety plans from Framework Contractors and ensuring compliance with QCS 2014 and any future amendments.
- Supporting client's internal audits and conducting Second Party (BAU) Audits (Framework Contractor's audits).
- Reviewing the HSE weekly and monthly reports and contractor's key personnel CVs.
- Monitoring Framework Contractor performance in terms of HSE and providing reports to the contracts team to ensure safe working practices.
- Reviewing Framework Contractor's KPIs related to the HSE component for invoicing.
- Coordinating with relevant engineers, contractors, and other relevant departments with respect to HSE activities.
- Preparing and submitting monthly health and safety reports on DNO&M and Framework Contractor health and safety performance for the assigned catchment zone.
- Ensuring team's compliance with new business processes, including but not limited to those associated with EAMS and Frameworks; ensuring redundant or duplicate activities in the assigned area are discontinued and providing recommendations for improvement.
- Liaising with other teams in Control and Technical Follow-up Section to ensure alignment of systems and working practices.
- Monitoring issuance of permits (entry, confined space, shutdown, etc.) as per client's permits procedure.
- Conducting and attending monthly HSE meetings with the contractor to discuss HSE matters and resolve any existing or anticipated issues.
- Ensuring adherence to health and safety policy and procedures and complying with any new work instructions.
Qualifications
To be successful in this dynamic opportunity, we envision that your career journey to date will include 10 years of relevant experience partnered with a Bachelor of Civil Engineering or relevant degree from an accredited university or college program.
Bilingual candidates will be viewed favorably.
- Holder of diploma in NEBOSH, OSHA, or equivalent.
- Holder of certificates in confined space entry, working at height, first aid, and hazard assessment as a minimum.
- Minimum of 10 years' work experience in a similar position.
- Knowledge of management systems and ISO accreditation.
- In-depth knowledge of health and safety regulations, policies, and procedures.
- Knowledge of quality, health and safety, and environment policies, procedures, and regulations.
