JOB DESCRIPTION / ROLE
We are seeking an experienced and highly qualified HSE Manager to oversee Health, Safety, Security, and Environment (HSSE) activities for a large-scale roads framework project. This is an exciting opportunity for a professional with international experience and strong expertise in road O&M and performance-based contracts.
Key Responsibilities:
* Lead HSSE management across multiple projects within the framework, ensuring compliance with Qatar Construction Specifications (QCS) and relevant international standards.
* Develop and implement HSSE strategies, policies, and plans, including OHSE implementation, life-cycle maintenance, live traffic management, emergency response, and risk-based approaches.
* Coordinate with project owners, participating in technical meetings, approving HSSE documentation, and addressing technical and safety issues.
* Manage ISO audits and maintain proficiency in ISO 45001 and 14001 series.
* Provide leadership, mentoring, and coordination of specialized teams to ensure HSSE excellence.
* Apply extensive experience in road assets, asphalt pavement, civil engineering, and performance-based contracts (SLA/KPI-based).
Requirements:
* Bachelor’s degree in Health & Safety, Civil Engineering, or related field (MOFA-stamped translations required if not in English).* NEBOSH IGC and IOSH Managing Safely certifications.
* Minimum 10 years of HSE management experience in similar positions, including multi-project or framework project experience.
* International experience beyond the MENA region is preferred.
* Strong technical and management skills, including coordinating specialized teams and complex project requirements.
* Fluent in English (written and spoken).
* Experience with projects of similar size and nature, particularly under performance-based contracts.
