JOB DESCRIPTION / ROLE

Employment: Full Time

To manage company’s Contracts Management activities and ensure the availability of quality supplies at best available price, by coordinating the tender preparations and quotation activities, managing contracts agreements with related suppliers and developing effective relationships with vendors in the local/international markets. To ensure that the items to be auctioned are within the list of items that can be auctioned based on company’s policy.

STRATEGIC
• To manage company’s Contracts Management activities and ensure the availability of quality supplies at best available price, by coordinating the tender preparations and quotation activities, managing contracts agreements with related suppliers and developing effective relationships with vendors in the local/international markets.
• To ensure that the items to be auctioned are within the list of items that can be auctioned based on company’s policy.
• Assist the Chief Corporate Services Officer in the development and implementation of company’s Contract Management strategy.
• Ensure that the department’s business plans are within agreed budgets and timescales.

OPERATIONAL
• Develop the annual contracts management budget in consideration of the organization’s business requirements for discussion with the Chief Corporate Services Officer and approval of the related committees.
• Direct the preparation of annual budgets for purchased items classified according to different procurement categories, in compliance with the concerned department/ division heads.
• Review all invoices submitted by suppliers and subcontractors against original orders and manage payment. Compile invoices to be processed by the Finance Department and ensure timely submission to the Chief Corporate Services Officer for approval.
• Ensure the coordination of the provision of quality supplies for company at all purchase prices and invite bulk quotations from suppliers to take advantage of bulk discounts.
• Conduct monitoring of suppliers/vendors list and catalogs, review purchase specifications, solicit bids and develop correspondence regarding ordering and receiving supplies required in accordance with procurement and tendering policies.
• Evaluate and recommend changes to the Chief Corporate Services Officer in the procurement/tendering system policies and procedures when needed. Coordinate with departments across company to receive their technical specifications on technical equipment and materials to be bought.
• Monitor and evaluate contractor suppliers/vendors performance, contract renewals and address any related issues/concerns as they arise.
• Manage the purchases of all office requirements and supplies such as petty purchases, stationary and other work-related supplies.
• Review stocks of stationery consumables and important company forms such as personnel forms on request of the Chief Corporate Services Officer.
• Manage development of competitive tender documents and review and discuss all quotation requirements with the Chief Corporate Services Officer.
• Maintain and develop effective relationships with vendors/suppliers at all levels.
• Evaluate responses to solicitations based on vendor qualifications, price and conformance requirements.
• Ensure that all contracts/agreements entered follow legal requirements in consultation with the Legal Counsel to safeguard company’s interests.
• Participate in internal company/tender meetings to evaluate and provide feedback on existing and potential work plans.
• Review company purchasing of all goods and services such as day to day office consumables.
• Review and approve the set terms and conditions for a set auction prior to its commencement.
• Provide feedback regarding suggested sale prices of items to be auctioned.
• Manage the procedure of item ownership transfer to the winning bidder and that any auction bond is returned.
• Supervise and provide guidance in auction request application ensuring that valid reasons are provided as to why items are to be auctioned.
• Carry out all other duties within the areas of Contracts Management as and when requested by the management.

PEOPLE MANAGEMENT
• Allocate work to subordinates, nominate for training as per organization’s guidelines, conduct performance reviews and manage leave and overtime of staff to ensure efficiency.
• Supervise direct reportees in their day-to-day tasks and guide them in managing their performance by providing appropriate feedback and counseling. Provide recommendations to the Chief Corporate Services Officer on hiring and promotions.

REQUIREMENTS

• University degree in Business Administration specialization in Supply Chain and / or Operations Management from a recognized university.
• About 10-12 years of related experience of which a minimum of 8-9 years should be in a similar position / responsibility, preferably in a similar Industry.
• Only Qatari national.
