JOB DESCRIPTION / ROLE
Key responsibilities
Acts as a construction site HSE leader.
To supervise the EPIC contractors during the execution of construction activities at the construction site.
Reports to construction lead/head of construction as applicable, on main issues and events at the site, including HSE, security, progress reporting, trends, etc., and makes recommendations for improvement.
Participate in reviewing detailed design drawings, temporary works drawings, method statements, material requisitions, risk assessments, job hazard analyses, etc. Act as a delegated document approver where required.
Co-ordinate mobilization of contractors on site.
Attend requests for inspections (RFIs) as per approved ITPs, including material receiving inspections in coordination with the senior construction supervisor, and sign off relevant inspection and test reports/RFIs.
Monitor RFI trends for all the disciplines, acting proactively to avoid backlogs on closure.
Monitor and verify material arrival at the site based on the approved procurement plan.
Monitor and verify material constructability based on material arriving at the site.
Monitor and verify the contractoru2019s weekly progress. Proactive to suggest different solutions or sequences of works to expedite the site activities.
Monitor NDT performances and trends to avoid backlog on certificate emission.
Review and approve test pack folders.
Supervise and approve construction activities and co-ordinate various aspects of project construction including inspections, material submissions and working drawings from contractors, and processing documentation as required.
Carry out daily checks on contractor's staff, equipment and work to ensure compliance with prescribed contractual specifications.
Handle all aspects of mechanical and E&I construction activities with assigned discipline supervisors.
Liaise with quantity surveyors to determine physical progress and the amount (%) of completed work for the preparation of related monthly progress and invoices.
Maintain a daily record of progress (daily diary) noting special comments. Reports to the construction lead/head of construction work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions.
Act as a work permit approver on behalf of and ensures contractors compliance with the agreed conditions stated on the approved work permits.
Participate in the development of as-built drawings/documentation.
Participate and lead assigned MC walk-downs on piping/mechanical works.
Review and validate the punch list for finished work before handover by contractor.
Monitor punch close performances and system completion achievements.
Coordinate own discipline works with other construction supervisors, QC inspectors and HSE supervisors to manage the overall safe execution of site activities in accordance with the project schedule.
Liaise and report with the QA/QC inspector on quality-related matters.
Requirements
Bacheloru2019s degree or diploma in mechanical engineering from an internationally recognized university.
Preferably having formal training in QA/QC functional aspects.
Candidate should have a minimum of 12-15 years overall experience in mechanical and piping construction activities in oil and gas projects with specific stated experience in:
- Greenfield/new build construction sites.
- Brownfield/live process plants.
- Permits to work, including isolation & lock out/tag out of live services.
- Tie-in to live facilities, including testing and integration to existing systems.
- Extensive knowledge in lifting plan and crane studies. If candidate has approved lifting supervisor certificate it would be an advantage.
- Stage inspection and testing of construction activities as per approved ITPs.
- Management of punch list & system completion process.
A minimum of 10 yearsu2019 experience as an EPIC contractor holding superintendent or senior construction supervisor level positions.
Additional minimum of 5 years as a client or PMC superintendent/senior construction supervisor is preferred.
Previous experience in industrial cities and/or other GCC countries is an advantage.
Extensive knowledge of international and industry-specific piping/mechanical codes and standards, including ASME, ANSI, ISO, API, NFPA, SHELL DEPu2019s, etc.
Extensive experience in piping/mechanical fabrication and erection techniques in carbon steel, stainless/alloy steel, uPVC and GRE/GRV, including pressure testing, pre-commissioning and mechanical completion inspections, etc.
Excellent written and oral English skills.
Good communication, influencing and interface skills.
Able to read piping/mechanical drawings, P&IDs, manufactureru2019s instructions, etc.
Strong technical, prioritization and management skills with extensive experience in managing subcontractors, contractors, and direct hire labour resources.
Proficient knowledge of computer software (MS Office, Outlook, Excel, Word, PDF, PowerPoint, etc.) and engineering software applications relevant to the discipline.
