Project Overview:
Bechtel and its consortium partners are excited to begin hiring the completion teams which will finalize the monumental Riyadh Metro Project (RMP), currently estimated at 94% complete. The BACS consortium, which includes Almabani General Contractors, Consolidated Contractors Company, and Siemens, is responsible for the design, construction, train cars, and signaling as well as electrification and integration of the new lines to the rest of the system. Riyadh’s population of nearly 6 million is forecast to increase to 8 million by 2030. The new metro system will meet the demands of the growing population while reducing traffic congestion and improving air quality.

Position Summary:
Bechtel is seeking a BMS/FAS Commissioning Lead. Assigned to an area of the Riyadh Metro Project providing oversight to several sub-contractors, and in select cases perform Testing and commissioning of equipment with teams of craft. Plans, coordinates, monitor and directs activities ensuring the testing and commissioning performed by sub-contractors complies with the project procedures. Will include working with Testing and Commissioning teams from project Partners, sub-contractors and Vendors assigned at multiple locations at the Riyadh Metro Project. The focus of the T&C activities will be on stations and depot systems, as well as integration into the wider railway as the lines go through successive phases of testing and into dynamic testing and trial operations.

Duties/ Responsibilities
• Be a visible leader in safety; confirm all electrical safety hazards have been identified and communicated to the work group with the LOTO review and support the LOTO (Lock Out Tag Out) and permitting teams where required.
• Focus on Station systems such as BMS, SCADA, Fire Alarm Systems, SQL Database and integration with the OCC and other ancillary systems.
• Plans, develops, coordinates, and directs startup activities within the I&C discipline for the assigned project.
• Supervise and direct subcontractor technicians as well as direct hire technicians as required to support commissioning activities of various systems.
• Plan work with the subcontractors and monitor it and control it in accordance with the terms of the contract to stay within the schedule constraints.
• Review of testing and turnover documentation including scoped documents, test records, test procedures and other similar required documents for adequacy and completeness in accordance with project procedures.
• Participate in system turnover walkdowns for both Construction and Client turnovers; initiate, track and resolve punchlist items for assigned areas of responsibility
• Provide input and updates to project controls as required to maintain accuracy and progress of project schedules, and other progress tracking tool
• Provide input to engineering on revisions required to system descriptions, vendor operating and maintenance manuals, etc. Prepare the necessary design change and non-conformance documents in accordance with CWJV procedures as required to document as-built conditions and/or properly resolve deficiencies.
• Coordinate closely with Construction delivery teams for turnover of systems and Documentation.
• Use Microsoft Word, Excel, Access and Bechtel Standard Applications such as Aconex in the execution of work assignments.
• Work hours as required, including shift-work, overtime, weekends and holidays as necessary to support the project.
• Ensures that work being performed is within scope of services and within budget.
• Coordinates with client representatives to obtain approval on work as it is accomplished.

Supervision Received:
Receives overall work plan direction in priorities, operational surveillance, administrative supervision and technical guidance as necessary from the CWJV Testing & Commissioning Lead/manager

REQUIREMENTS

Skills Requirements:
• Candidates shall have minimum 10 years practical experience in Instrumentation Controls Testing & Commissioning
• Candidates must be thoroughly familiar with all types of field instrumentation
• Practical experience in the BMS, FAS & SCADA Control Systems Commissioning
• Computer literate knowledge mandatory (Outlook, Excel, Word, etc.)
• Must be able to read and understanding electrical, instrument & mechanical drawings
• Technical knowledge of startup, operation, maintenance, or testing.
• Knowledge of engineering systems and calculations, applications of both engineering and startup methods, and application of computers to engineering problems.
• Extensive knowledge of precedents in the startup and operations areas and a broad knowledge of principles and practices of related areas.
• Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing in I&C field.
• Rail project testing & commissioning experience a plus but not essential
• MEP buildings services (HVAC, electrical distribution, fire alarm, comms, BMS, etc) testing & commissioning experience a significant plus and differentiator but experience in all not essential.
• Railway specific systems commissioning experience (such as TVS, PSDs, signalling and comms) a plus but not essential
• Skill in English oral and written communication.
• Must be able to obtain the right to work and remain in the Kingdom of Saudi Arabia

The above is normally acquired through:
• A recognized degree in an engineering or scientific discipline from an accredited college or university, or
• A professional license in an engineering discipline, or
• A sufficient number of specialized courses in relevant general engineering or an appropriate engineering discipline, or
• Extensive progressive work experience in Heavy industry or MEP Testing & Commissioning.
