JOB DESCRIPTION / ROLE

Employment: Full Time

Location: We are looking for candidates for various hospital projects in the MENA region

Responsibilities:

• Providing strategic direction and planning for the facility
• Establishing a budget and operational plan for the facility aligned with the strategic plan of the organization and ensuring the key result areas as defined in the plan are met
• Maintains oversight of the HR Strategy and Quality Plan of the organization
• Leading the continuous implementation, review, and revision of the approved plan
• Engaging with the facility's other clinical and managerial leaders to define the organization’s mission and plan the policies, procedures, and clinical services related to that mission
• Actively supporting and participating in the review and implementation of facility frameworks, policies and procedures
• Naming or appointing senior managers, directors and heads of department and/or others as appropriate
• Assisting direct reports in establishing departmental goals and objectives that are aligned to the organizational strategic plan and providing leadership for their implementation
• Approving financial budgets for various departments in the facility for expansion and infrastructure improvements
• Reviewing the financial statements of the facility on a monthly basis and submitting the annual report and year-end financial statements of the facility for approval
• Working with fellow Executives to ensure the facility has in place the systems and processes to support the delivery of operational services and achieve organizational targets and objectives

Monitoring departmental activity

• Working with the Chief Financial Officer to ensure robust stewardship of finances is demonstrated and to ensure audit recommendations are implemented in a timely manner
• Working with any IT director in order to ensure the effective development and maintenance of IT systems throughout the facility
• Leads contract negotiations with health funding agencies
• Ensuring smooth and efficient operations of the facility, including management of resources for running of facility and capital planning
• Providing oversight of contracts for clinical or management services
• Performing other related duties as assigned by the Steering Committee
• Working with the Chief Marketing Officer & Business Development to increase the patient volumes and develop new business.

Maintaining client service standards

• Engaging across all service delivery functions to ensure there are robust processes in place and to agree on financial and activity targets for the current year and outline going forward
• Maintaining a close awareness of best practice and industry standards in the different functional areas and developing the facility towards these benchmarks
• Ensuring appropriate and proportionate governance and risk management processes are effectively operated throughout the facility

Managing relationships

• Liaising with health care executives locally and internationally
• Ensuring regular liaison with other facility departments/sections in order to provide appropriate specialist functional support
• Addressing clinical governance issues and taking improvement action as necessary in conjunction with the CNO/Director of Clinical Services
• Developing and maintaining relationships with customers and senior internal and external stakeholders while promoting the reputation of facility services
• Working with the senior leadership to establish and manage external contracting and partnership relationships to pre-determined standards
• Developing, fostering and encouraging open and constructive relationships in the public and professional settings

Overall responsibility for media relations

• Ensuring quality improvement and development
• Ensuring that there are uniform programs for the recruitment, retention, development and continuing education of all staff
• Directing the facility's Quality and Credentialing programs in conjunction with relevant Executives
• Monitoring overall facility performance and review of annual performance reports and facility statistics
• Ensuring the highest professional and ethical standards are maintained throughout the facility
• Ensures effective governance through the leading the Senior Executive team
• Ensuring employees are compliant with relevant standards and legislative requirements

Managing the team

• Provides leadership to the overall organisation through effective communication and management of relationships with all staff and other internal and external stakeholders such as local and international healthcare executives and business coalitions
• Actively manages financial, quality and human resource indicators and implements Rectification Plans when appropriate
• Ensures effective governance through the leading the Senior Executive team.
• Leads the recruitment of key senior staff.

Fulfilling Committee Involvement

• Providing input and guidance on facility management related matters and on operational decisions impacting patients and internal employees
• Involving in Operational Committees and Task Forces as appropriate

Advising on special projects

• Identifying and developing projects and programs that would benefit the facility
• Advising and supporting the Steering Committee in major operational related discussions
• Advises the Steering Committee on major operational decisions and on special projects to improve business results

Compliance Guidelines

• Corresponding activities performed by the role
• Complying with Policies, Procedures and Practices of the hospital and other Regulatory Requirements
• Complying consistently with facility policies, procedures and practices
• Completing and maintaining regulatory requirements including: licensure and certification and other mandatory training within established time frames

Maintaining Confidentiality

• Maintaining confidentiality with regards to any information exchanged or received in the current capacity of role in accordance with facility policy

Promoting Customer Service Standards

• Assuming the role of a brand ambassador for the facility and promoting a customer focused philosophy in dealing with any stakeholders
• Maintaining positive and effective working relationships within the department/section and also with other departments/sections within the facility
• Adhering to the Occupational Health and Safety, Materials Management and Maintenance Standards
• Adhering to requirements of the Occupational Health and safety and Infection Control guidelines
• Understanding and adhering to emergency preparedness plans/policies

Ensuring Personal Effectiveness

• Recognizing the necessity of continuously developing skills and acquiring additional knowledge appropriate to the position
• Dressing appropriately to meet the expectations of the specific work area and in alignment with the Occupational Health and Safety policies
• Building key partnerships within the organization for pursuing client-centred, comprehensive, integrated systems of care
• Participating in mandatory training and workshops.

REQUIREMENTS

• Bachelors or equivalent degree in business administration/health management or a related discipline

Desired:
• MBA or equivalent business degree
• 10 years of progressive administrative experience in senior management position in related industry with at least 5 • years of leadership experience in a large hospital or health care institution in the MENA region
• 10 years of executive leadership experience in a large hospital or health care institution

Additional Requirements
• English mandatory, with additional fluency in Arabic and French being added value.
• Microsoft Office proficiency
• Role holder should possess in depth knowledge of current management practices and international accreditation standards for healthcare systems including JCIA. Role holder should also possess demonstrated knowledge of strategy development, including project management, business analysis, problem solving, recommendation, consensus building, and people development

Salary Package:
• Package offered will depend on experience, qualifications, the size and location of the project
