Contracts And Procurement Engineer

Job Purpose:

We are currently looking for a contracts and procurement engineer to be part of our team, based on the National Technical Standardization Project in Riyadh. This role focuses on the development, enhancement, and implementation of standardized contracts, procurement processes, and technical guidelines, ensuring alignment with existing local and international standards and best practices (such as FIDIC, ISO, and government procurement regulations). The successful candidate will play a key role in driving efficiency, transparency, and compliance in procurement and contract administration across large-scale construction and engineering projects.

Key Responsibilities/Deliverables:

• Develop, review, and refine contract templates, procurement frameworks, and policies in line with local and international best practices.
• Ensure consistency in contract structuring, risk allocation, and dispute resolution mechanisms across projects.
• Integrate FIDIC, ISO, and other relevant standards into contractual procedures and documentation.
• Provide guidance on contract negotiations, claims management, and contractual risk mitigation.
• Design and implement standardized procurement policies and procedures to enhance efficiency and compliance.
• Oversee supplier prequalification, bid evaluations, and contract award processes, ensuring fairness and transparency.
• Align procurement methodologies with local government procurement laws and industry best practices.
• Identify cost optimization opportunities, risk mitigation strategies, and performance improvement measures in procurement processes.
• Ensure that all contractual and procurement activities comply with national and international legal frameworks and industry regulations.
• Liaise with regulatory bodies, government entities, and industry stakeholders to facilitate the adoption of standardized technical and contractual guidelines.
• Develop and maintain a supplier evaluation and performance monitoring system to ensure adherence to contract terms and quality standards.
• Provide training and advisory support to internal teams on best practices in contract and procurement management.
• Lead efforts to digitize and optimize contract and procurement workflows for improved operational efficiency.

Qualifications and Experience:

• Twelve (12) plus years of experience in PMO, large capital projects, and/or large programs or similar complex projects.
• University degree in engineering, construction management, quantity surveying, or equivalent.
• Professional certifications such as CIPS, CCCM, or PMP.
• Experience in KSA/GCC region (highly recommended).
• Expertise in FIDIC contracts, government procurement policies, and international contract standards.
• Prior experience in national-level infrastructure programs, government projects, or standardization initiatives.
• Good communication skills, both in presentation and documentation.
• Attention to detail and ability to thrive in a fast-paced environment.
• Good command over English and proficiency in Arabic is preferable.

Knowledge and Functional Competencies:

• Excellent report writing skills as well as excellent presentations.
• Strong knowledge of procurement planning, supplier negotiations, and risk management strategies.
• Working knowledge of international building codes and their use within Saudi Arabia.
• Proficiency in contract drafting, legal terminology, and procurement software tools.
• High level of understanding in the application of 'best industry practice' within construction methodologies.
• Proficient in the codes applicable to the field of expertise/discipline.
• Mentoring of junior team members.
