JOB DESCRIPTION / ROLE

Employment: Full Time

We are looking for a Head of Operational Safety who will be managing the safety assurance for railway operations, railway vehicles and railway infrastructure.

Job Description:
- Contributes to the development of the vision and the safety assurance strategy for railway operations, railway rolling stock and railway infrastructure;
- Supervises the implementation of the Client's Safety Policy in regards to railway rolling stock and railway infrastructure;
- Supervises/coordinates the works of his subordinates and ensures that all the SMS procedures for railway safety are adequately performed fulfilling the quality requirements which are established by the Director of the Safety Department;
- Ensures adequate cooperation with the other client's Departments and with external bodies (e.g. the SRC, emergency services, etc.) in order to facilitate the SMS implementation;
- He acts as contact person between the Safety Departments which take the lead role during the SMS implementation and allocates experts from the Safety Department when necessary;
- Sets the quality requirements for the sub Divisions under responsibilities and ensures that adequate competent resources are available to fulfil these requirements;
- Supervises the system to develop and maintain the hazard log and to implement counter measures to mitigate the hazards. In case of a major safety concern he communicates the issue to the Director of the Safety Department as soon as possible;
- Develops specifications/ rules/ standards to ensure safety assurance for railway operations, railway vehicles and railway infrastructure;
- Develops concepts and targets for railway safety for railway operations, railway vehicles and railway infrastructure. Proses Key Performance Indicators (KPI) and annual safety targets to drive the continuous improvement of railway safety and coordinates the works within the Safety Department and with the other client's departments in order to establish plans to achieve those KPIs and annual safety targets;
- Establishes and internal audits/ inspection program for the area under his responsibility and supervises its implementation. Expands the audits/ inspections to contractors/ subcontractors and supplier that affect/ interact with the safety critical tasks of the SRO;
- Establishes a process to report and investigate accidents/ incidents ensuring that the lessons learnt are taken into account to improve the level of safety;
- Reports regularly to the Director of the Safety Department on the client's railway safety in regards to railway operations, railway vehicles and railway infrastructure;
- Undertakes the review of the SMS for the railway safety, evaluates the client safety level and proposes need for revision or development of further safety documents (rules and procedures, manuals, instructions, temporary instructions, etc.);
- Co-operates with the General Director of Human Resources for the development of a Competence Management System for the safety critical tasks under the Safety Management for railway safety;
- Approves training program for safety critical tasks under the area of his responsibility in order to ensure that the staff competence will be continually improved;
- Establishes and supervises measures in order increase the client preparedness in cases of emergency and initiates emergency exercises;
- Assists in the preparations of the Safety Steering Committee meeting.
- Supports the Director of the Safety Department to develop the monthly safety report;
- Takes into account the relevant legislative requirements on railway safety and the international standards and incorporates them in the client SMS;
- In case of a major safety concern he communicates the issue to the Director of the Safety Department as soon as possible;
- Supports his subordinates to undertake their duties and ensures that adequate communication channels are establish.
- Resolves any issue that may appear which involves other client Department/s or external bodies;
- Evaluates his subordinates and encourages improvement measures to ensure that the team gas the required competence to carry out its duties;
- Promotes the right attitude and behaviours throughout the client staff and drives the continuous improvement; identifies the lessons learnt from the activities of the subordinates Sectors and seeks for opportunities to improve the team’s effectiveness. He takes those lessons learn into account during the review of the SMS;
- Implements measures to all the subordinate Sectors to ensure business continuity by ensuring that all safety related documents follow the specifications of the document management system;
- Distributes the internal and external information to the subordinates Sectors;
- Encourages practices to involve and consult the staff;
- Deputizes for the Director of the Safety Department.

REQUIREMENTS

- Minimum 12 years of working experience in a railway company in the field of railway operation or railway infrastructure or railway vehicles or 17 years of experience in case of technical education;
- Minimum 5 years in managerial position
- A university degree in engineering (Bachelor or Master) or technical education in the fields of engineering.
- Safety management;
- Program management;
- Project management;
- Profound knowledge and understating of the railway system at least in one of the following domains: operations, infrastructure or rolling stock;
- Profound knowledge and understanding of the railway subsystems and their interfaces;
- National legislation for railways;
- International legislation for railways;
- International practices on railway operational safety;
- Knowledge on Management System;
- Excellent leadership and exemplary function for Safety;
- Profound management skills;
- Ability to compile data and prepare statistics reports;
- Good communication and conflict management skills;
- Project management knowledge
- Ability to influence people behaviour;
- Very good command of English language (written and oral);
- Good knowledge in MS Office;
- Applicable to hold a driving license for the KSA.
