Our client is a leading provider of airport services. They are currently looking to recruit HR Operations Department Head to be based in Jeddah

Duties & Responsibilities:
• Ensure alignment of the HR Operations department strategy and plans in shaping and implementing the company overall HR strategy
• Lead the development and implementation of the HR Operations departments plan, policies, procedures, and processes
• Monitor performance of the HR Operations department against KPIs and objectives on a regular basis. Recommend improvements and efficiencies in line with the company corporate priorities
• Develop and monitor the annual HR Operations departments budget in alignment with the overall HR budget and with the Finance function
• Operational
• Oversee the delivery of all HR services required to employees relating to security clearance, time and attendance, leave management, health and insurance, end of service, and employee references etc.
• Establish and maintain all HR related Government Relations procedures and protocols
• Oversee the preparation and processing of payroll information and data for employees including allowances, benefits and other entitlements and deductions
• Oversee the effective storage, management, maintenance, and validation of all employee records and data; and ensure proper accuracy, completeness, and integrity of related systems; act as the data controller for employee data and records
• Establish and supervise an HR Helpdesk for all functions and SBUs that channels, and ensures follow-up on employee requests with the appropriate department/section within HR
• Implement and monitor grievance, appeal, and disciplinary procedures in line with the company policies
• Supervise the work of all the HR Business Partners who sit within Business Units in order to ensure consistency of the HR service and improve ways of working
• Collect specific HR needs from the business and employee side and propose and implement specific HR plans and initiatives addressing the identified needs
• Monitor the timely, effective, and efficient resolution of HR issues and requests across functions and SBUs
• Oversee and ensure the collection and analysis of queries from function and SBU HR Business Partners and identify improvement opportunities
• Review HR activities to extract lessons learned and replicate good practice across the organisation
• Lead the review of the HR Service Delivery Model and processes related to HQ and SBU interaction and lead / recommend improvements
• Escalate risks and issues received to relevant parties within HR or to the CHRO, as and when required
• Manage all GOSI related employee matters and oversee the processing of all Ministry of Labour related matters (issuing visas, Iqama transfers/renewals, Nitaqat etc.)
• Ensure compliance with all national and local Labour Laws in order to reduce or eliminate the likelihood of the imposition of Labour related sanctions/fines/penalties against the company
• Provide professional development support/coaching and perform periodic performance reviews for direct subordinates based on the company’s Performance Management System
• Develop and implement workforce plans and succession plans for key positions in the Legal section
• Recommend training needs for subordinates and evaluate the outcomes of training courses

REQUIREMENTS

Qualifications & Experience:

• Bachelor's degree in Business Administration/Human Resources Management is essential
• MBA or Master's Degree in a relevant field is desirable
• Professional Certifications Required
• A certification in Human Resources Management from an accredited institution (e.g. SHRM, CIPD)
• Minimum of 15 years of relevant experience with at least 5 years of experience in a managerial position
• Experience in Airline/Aviation sector is a plus
