Project Description:
NEOM Project Summary: Saudi Arabian Bechtel Company provides executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.
NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.
NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.
Position Summary:
Working in a multi-disciplinary team, across a number of Water Projects within Regional Infrastructure, an Interface Manager is required to combine their leadership skill, technical experience, and knowledge of interface management associated with water / wastewater / biosolids / treatment plant, pumping stations, pipelines, and desalination plant design and construction, with their experience of utility coordination across multiple stakeholders. Support the Area Director, Engineering Director, and Project Managers in managing and delivering the design and construction activities in accordance with the Programme and NEOM requirements.
A key part of this role is to ensure interface scope, design basis, construction requirements and objectives are defined, best practices/lessons learned reviewed, detailed work plans, and procedures are established, including Project Execution Plans, Interface Management Plans and Stakeholder Engagement Plans. Acts as the interface single point of contact for the Project Management team and the customer’s Project team.

Major Responsibilities:
• Manages all engineering and construction interfaces (external & internal) associated with the design and construction.
• Promotes the integration of project goals and objectives for the NEOM Projects.
• Ensures interface scope, design basis, construction requirements and objectives are defined, best practices/lessons learned reviewed, detailed work plans, and procedures are established, including Project Execution Plans, Interface Management Plans and Stakeholder Engagement Plans.
• Acts as the interface single point of contact with multiple Stakeholders, the Project Management teams, and the Customer’s Project teams for all assigned Projects.
• Ensures Contractor’s are following the Interface and Stakeholder Plans and Procedures, and all interface and stakeholder requirements are correctly documented in the Project EDMS.
• Manages all interface related quality requirements and ensures the proper processes are identified and implemented to achieve contractual quality commitments. Assesses customer perception of quality on a regular periodic basis.
• Promotes the management concept of Six Sigma/Continuous Improvement among all members of the project team. Leads the process for the Customer and Bechtel.
• Initiates, promotes, and continually practices team building.
REQUIREMENTS
Skills and Qualification:
• Civil / Mechanical / Electrical Engineering B.S. Degree holder from an accredited university with 20+ years of relevant experience in Interface management related to Water projects.
• Minimum 5 years’ experience in technical projects managing interfaces within one or more major infrastructure projects.
• Experience in managing the interfaces associated with water / wastewater / biosolids treatment plant, pipelines, pumping stations, and desalination plants.
• Experience in utility coordination (telecom, electrical, water, etc).
• Experience in stakeholder management and the coordination of multiple stakeholders.
• Experience in both design-build and design-bid-build forms of procurement with contractors and consultants.
• Experience in field construction and knowledge of constructability.
• Knowledge of current computer applications e.g. MS Word, Excel and Adobe Design Suite software programs, and Aconex for efficient Interface management.
• Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
• A professional license from a recognized licensing or registration board is preferred.
• Knowledge of Best Practices/Lessons Learned.
• Knowledge of Risk Analysis/Contingency Evaluation.
• Knowledge of Estimate/Proposal Review Process.
• Ability to effectively organize a project team in a matrix organization.
• Knowledge and understanding of industry standard tools, techniques, and procedures.
• Contracts, Procurement and Project Controls experience with multiple projects working over the entire contract lifecycle utilizing a major constructor’s systems and procedures.
• Good understanding of Environmental, Safety, and Health with formal training in and application of best-practice ES&H for major international resource industry construction projects.
• Good understanding of Quality Management utilizing QA processes and overseeing QC processes on major projects, utilizing major constructor systems.
• Demonstrated experience in producing customer presentations and writing Weekly/Monthly progress reports.
• Ability to solve problems by thinking laterally and be able to understand the needs and requirements of the client, entities and their EPMO’s – in order to provide solutions in a multi -disciplinary / multi - sectional context.
• Must be able to work within a multi-disciplinary, multi-cultural team and manage ambitious multi-cultural relationships across a range of entities.
• Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
• Excellent interpersonal, analytical and communication skills (oral and written).
• Willingness to relocate to the job site in Saudi Arabia.
