JOB DESCRIPTION / ROLE

Tihama Power Generation Company Limited a joint venture between Engie and Saudi Oger Group. Tihama Power Generation Company have four gas fired power and steam plants situated in different SAUDI ARAMCO premises with a combined capacity of over 1612 MW and 6325 (1000 lbs/hr) equivalent 767 MWH. Tihama have a contract with Saudi ARAMCO to own, operate and maintain these four Power Plants for 20 years.

Reporting to the Maintenance Manager, the post holder has delegated responsibility for maintaining an appropriate technical overview of all electrical systems and the technical competence necessary to meet HSE requirements and business objectives.

The post holder will have a key role in conjunction with other team members in supporting the development of appropriate engineering, maintenance asset management strategies. This will largely dictate the scope of major overhaul activities and the approach taken to key issues such as maintenance and obsolescence management. Close liaison will be required with the Overhaul & Engineering Teams and the Site Maintenance Departments to implement these strategies on a cost effective and timely basis.

WORKING RELATIONSHIPS:
The post holder will have working relationships at various levels both with internal and external personnel. Key internal relationships will include: the Maintenance Superintendent/Manager the Production Managers and all members of the Maintenance and Operations Team’s.

JOB PURPOSE:
• Has delegated responsibility for maintaining the Engineering/Maintenance overview and detailed supporting knowledge of all electrical systems within the North/Southern Regions to meet the requirements of the business.
• To support the development of overhaul, modification, major repair and obsolescence management strategies for electrical systems that will deliver the capability, flexibility and technical performance required by the company at the minimum through life cost.
• Lead the development and implementation of specific engineering work packages in support of these strategies as standalone activities or within the overall scope of major projects/overhauls.
• To support the day to day maintenance activities in the planning, implementation as delegated buy the Maintenance Manager.
• To support Overhaul & Major Inspections in the planning and implementation of major programs of work on a cost effective and timely basis to meet the commercial and production requirements of the business.
• To support Plant Integrity & Statutory Compliance in the development and implementation of engineering/maintenance policies and plant integrity strategies.
• To further support the management and execution of change control processes, providing appropriate technical expertise as necessary.

PRINCIPAL ACCOUNTABILITIES:
• Maintain an effective overview of obsolescence issues on electrical systems, and support the development of strategies as required to manage risks on the basis of minimum through life cost.
• Provide engineering/maintenance support and advice as required to the Operations and Maintenance teams.
• Maintain an effective overview of the engineering status of electrical systems and their suitability to meet the short and long term requirements of the business. Support the development of strategies to ensure that these requirements are continuously met at the lowest lifetime cost via the appropriate design of major overhaul, upgrade and other work programs. Proactively identify any improvements arising from improved technologies, techniques or designs and where appropriate include these within strategies developed.
• Liaise with the Maintenance and Production Improvement teams to develop a robust maintenance philosophy that is consistent with these asset management strategies. This shall include close co-ordination to ensure that maintenance and major outage work packages are implemented by the Engineering and Maintenance departments in a resource efficient manner.
• Support the determination of the optimum approach to the management of high value and strategic components/spares for electrical systems. This shall include specific strategies for the procurement, stockholding, refurbishment and life extension choices to minimize through life costs. As necessary, co-ordinate with site teams and Tihama departments to ensure a coherent and best value approach across the business.
• Provide timely and effective support to the Plant Integrity & Statutory Compliance team to ensure all legislative and engineering policy requirements for electrical systems are met. This shall include supporting development of a robust strategy that ensures engineering risks are identified and managed to maintain safety whilst meeting the requirements of the business at the lowest through life cost.
• Provide timely and effective support to the Outage & Engineering Managers to execute overhaul and major project activities on electrical systems. This will include supporting the development and implementation of appropriate work packages and close co-ordination with other members of the Engineering, Operations and Maintenance teams to meet objectives via the efficient use of cross team resources.
• Support the Plant Integrity & Statutory Compliance including the management of change control process.
• Asset management (maintenance, engineering) strategies that deliver required electrical system performance at minimum through life cost.
• Zero forced outages on electrical systems due to integrity or life related issues.
• Plant production objectives met safely.

REQUIREMENTS

• Honours Degree in a relevant engineering discipline, or HND supplemented by relevant on job training and experience is desired.
• Professional Accreditation is essential.
• Prior experience within the power generation industry in a range of roles including engineering, operation or maintenance is desired.
• Prior experience and in depth knowledge of engineering asset management on high voltage/power generation systems including protective devices and system auxiliaries is essential.
• Strong organisational, communication and interpersonal skills to be able to work effectively with both internal and external personnel at all levels of seniority is essential.
• Prior experience in specifying, procuring and managing technical support contracts is desirable.
• Prior experience in specifying, procuring and managing plant overhaul contracts is desirable.
