Marina Design Director (NEOM Site)
Westlakes Recruit is currently recruiting for an experienced Marina Design Director to support the NEOM The Line project on a permanent basis in KSA.
NEOM-the Line programme will grow and evolve and become the largest capital project world-wide. The Programme aims to challenge the “status-quo” with the intention of delivering a real meaningful change such that NEOM is referenced as world class and world leader is numerous areas. NEOM - the Line is a combination of multi-modules with each module representing a complex multi-discipline element of the overall Programme with both standard, unique and bespoke scope aspects. The marina is an integral part of the scheme.
Marina - the marina and the marina modules represents a “showcase” window of the NEOM-the Line programme. Each module is a complex multi-discipline element of the overall Programme with both standard, unique and bespoke scope aspects.
The Marina Design Director is a key postholder that plays an important role in the marina team. This is a leadership role that enables a vision to be translated into an operational plan by ensuring that the Marina Team have all of the compliant & assured engineering & design deliverables and information – including approvals - in place to be able to construct, test commission and handover the marina to the required time, cost and quality criteria. This relates to the oversight of the base building and the overlays of the tenant (operator) fit-out works including any bespoke elements within the marina and the liaison with Neom FM.
Packages of design scope will be designated by the Marina Design Director, these could be both standard and bespoke packages within the Marina with high levels complexity and value in a fast track environment. Interfacing and co-ordinating with numerous elements of the NEOM team to enable planned milestones to be achieved (including progress reporting), reducing the NEOM risk exposure by using risk management techniques on the designated Marina modules and marina whilst enabling greater value to grow, improve and mature. Developing and leading continuous improvement action plans including sharing any return of experience with other part of the NEOM organisation.
Become an active champion of legacy knowledge transfer by mentoring designated Saudi nationals.
Delivery of the Marina – end to end responsibility for schedule, cost, and quality from design stage 3A to handover to meet current and future commitments and to maximise opportunities.
Key Responsibilities:
• Manage the delivery of the Stage 3A design and subsequent stages for the base build and the anchor asset fit out works in accordance with the agreed integrated schedule.
• Champion health, safety, welfare of engineering management staff and consultants
• Lead a team of engineering management professionals
• Collaborate with others within the Engineering Directorate to achieve inter-workstream coordination
• Collaborate with interface directors/manager(s) and stakeholder directors/manager(s)
• Collaborate with Construction Delivery team to ensure constructability and delivery timeframes are agreed and achieved.
• Oversee implementation of Safety in Design procedures by engineering management team
• Review and approve scopes of design services for use in consultancy RFPs and Service Orders
• Lead the engineering management team in contributing to tendering processes (consultancies; construction contracts; design/build contracts; others)
• Review and approve engineering management team’s reviews and comments on service order proposals from consultants
• Oversee the technical and commercial management of the delivery of services by design consultants
• Oversee reporting of progress vs. programme of consultants’ services
• Oversee reporting on cost vs. contract value of consultants’ services
• Oversee coordination of design schedules with construction schedules
• Lead the implementation of risk management procedures by the engineering management team (individual consultancies; broader design development and impact on overall programme)
• Lead the continual updating of engineering management team deployment plans
• Direct the resourcing of engineering management
• Lead the preparation of job descriptions and collaborate with the Engineering Directorate in the recruitment and hiring of engineering management staff
• Set KPIs of engineering management staff, monitor progress toward achievement and support them in achieving same

Requirements:
• 25 years’ experience – ability to demonstrate major projects experience (design and build) at senior levels• Minimum 10 years’ experience as an engineer &/or engineering manager for marine projects in preliminary and final design stages (i.e. plans and specifications)
• Minimum 6 years’ experience on major marine works projects in a manager-level (preferably director-level) role with responsibility for multi-discipline, multi-consultant design development
• Ability to demonstrate major projects experience (design and build) at a senior delivery level
• Preferably Chartered Engineer status and/or Project Management accreditation
• Strong experience in organisation coordination

Salary:
SAR
80,000 to 89,000
per month inclusive of fixed allowances.
