JOB DESCRIPTION / ROLE

Employment: Full Time

Principal Objective

Provide design and/or planning lead engineering services and support within a multi-discipline engineering and construction management environment for various maritime projects of Royal Commission, including container terminals, bulk, oil/gas, marinas, port and harbor.

Organizational Relationship

Member of Technical Supports Section’s Civil Engineering Unit of the Engineering Department. A professional staff position supporting all Royal Commission projects. Reports to the Supervising Civil Engineer. Interfaces with project engineering and management staffs, other Departments, architecture-engineering (AE) consultants, and construction contractors.

Major Activities Performed

• Work as the lead designer and/or planner for port projects, coastal flood risk, coastal protection and defense structures, dredging and reclamation, maritime hydrodynamics.
• Perform strategic coastal planning, provide guidance and management on the design process, undertaking concept through to FEED documents.
• Perform port economics and due diligence.
• Work with clients and stakeholders to define their requirements related to their projects.
• Liaise with other disciplines on port planning, geotechnical, civil and structural design.
• Work with relevant planning codes, legislations and International Codes and Standards such as, but not limited to; BS6349, PIANC, OCIMF.
• Prepare Scope of works to perform various marine studies and designs.
• Prepare technical specifications.
• Provide technical assistance during contract bidding, bid clarifications, RFIs, proposal evaluations, negotiations, and post-award design review and construction administration services.
• Review the engineering and documents prepared by Royal Commission’s AE consultants, including, but not limited to, their designs, drawings, and specifications.
• Review construction contractor field erection plans, shop drawings, and product (material) data sheets.
• Perform field inspections and provide field support and trouble-shooting during the construction process.
• Set out detailed Quality Control and Assurance (QC/QA) terms and conditions.
• Prepare project reports and presentations.

REQUIREMENTS

Experience and Qualifications

• Bachelor’s Degree in Civil Engineering, coastal science, or related (Master’s degree desirable) from an accredited engineering college or university.
• Fifteen (15) years minimum post-undergraduate or post-graduate professional experience.
• Registration as a Professional Engineer (PE) or Chartered Engineer status with ICE.
• Effectively communicate in English, both in speaking and writing.
• Working knowledge of; Data Analysis and numerical modeling for coastal process, sedimentation and dredging, wave modeling, and shore line stabilization etc.
• Sound, overall experience in problem-solving and trouble shooting.
• Significant experience in managing Civil / Infrastructure projects in the maritime sector.
• Excellent working knowledge of maritime design and planning.
• Experience in the design and inspection of maritime structures such as breakwaters, quay walls, lock and dock gates, fender systems, paving, etc.
• Demonstrable experience of interacting with coastal numerical modeling and environmental aspects, i.e. EIA, SEA and AA.
• In-depth knowledge and experience of computer-aided drafting and modeling software AutoCAD and Revit Structure.
