Overview

Provides professional consultation and expertise in designing, creating, reviewing, and evaluating courses, tests, and certification instruments for training programs for company employees in corporate learning programs. Oversees and controls major projects to develop, implement and evaluate training programs.

Interacts frequently with line organizations and company learning and development organizations to gather, analyze, and evaluate data. Collaborates with company learning and development organizations to coordinate issues related to curriculum development, program evaluation, and professional development. Contracts with international vendors regarding professional development programs for company learning and development employees.

Serves as team leader or work director for major curriculum, test, and certification instruments, or program evaluation projects. Provides professional expertise and consultation for projects controlled by PD&E analysts II and I. Provides advice to Chief Position Holders on policy development, program evaluation, or new developments in the training field.

Key Responsibilities

A. Leads 1-2 major curriculum, certification, or program evaluation projects. May be assigned to cover for the Curriculum Management group leader during his or her absence.

B. Provides consultation and high-level professional expertise to unit and division management on proposed program policy changes and evaluation of current activities.

C. Contributes to and occasionally leads the development and execution of program development projects.

D. Provides advice and consultation to subordinate professionals in the unit as required.

E. Monitors contract activity for assigned projects. May prepare technical scope work, and participate in technical bid evaluation and contract negotiation. Maintains quality control for contracted services and recommends on contractor evaluation.

F. Prepares and/or delivers presentations to corporate-level committees. (T&D Transformation; Corporate Academy Board).

G. Maintains efforts to share knowledge and experience and increase other analysts' self-development efforts to gain more experience in the areas of curriculum and test development, test administration and analysis, research studies, and program evaluation.

H. Ensures quality measures and safety focus are included within all activities related to training materials development.

REQUIREMENTS

Minimum Requirements

A. Bachelor's Degree in one of the following areas: Instructional Design, Measurement & Evaluation, Human Resource Development, Performance Improvement, or Instructional Technologies. MBA is a plus.

B. Eight (8) years of professional experience in corporate learning and development, academic education, or vocational training.

C. Four (4) years of professional experience in conducting needs assessments, identifying appropriate learning approaches, applying learning theories, collaborating with others, designing learning solutions, designing instructional materials, developing and administering testing and evaluation instruments, selecting and using learning technologies, integrating technology options, developing instructional materials, and evaluating learning design.

D Excellent command of oral and written English.

E. Strong background in educational psychology, adult learning, evaluation methodology, educational testing and measurement, and learning technologies.
