Description and Desired Qualifications
CH2M HILL Programme Director (Rail) - Jeddah, Saudi Arabia

The Project Director leads and directs the PMC team and ensures the effectiveness of implementation of the feasibility stage and beyond on behalf of the Client. He will be the SW primary point of contact with the Client and will provide strategic support and advice on all matters relating to the success of the project in delivering its objectives and the required benefits. He will ensure that effective management, advice, guidance and support is provided to the Client/PMC team on all aspects of project definition,integration, acceptance and delivery. He will also act as a point of contact for external stakeholders, and support the Client in communications as required. A key facet of the role will be to ensure that effective processes are in place for the optimisation of benefits and value for money within the project and the overall control of risk. He will also alert the Client where necessary to emerging issues, problems or opportunities that require their attention and recommend the course of action to take.

Job responsibilities/Accountabilities

Act as the single point of contact between Director General, SRO and the Project Management and Construction Management (PMCM) package teams
Ensure a coordinated approach to SRO package oversight management
Facilitate the SRO's response to PMCM requests for information
Review change requests and coordinate the SRO's instructions to the PMCMs in relation to issuing Change Notices to the design and build contractors.
Obtain assurance over the design and build contractors' plans and progress
Engage with key stakeholders that have a specific interest in the program
Coordinate with SRO departments and program level functions that have an interest in the Metro
Provides assurance over progress on each package to the Senior management team
Provide support with developing and implementing the program governance, decision-making and approval processes
Provide advice and support to the contract management and administration function in relation to the approval of changes, claims and disputes
Coordinate and review inputs to the weekly and monthly reports

REQUIREMENTS

Job Requirements/Qualifications/Experience

Around 20 years of post-graduate experience including +15 years experience in a program management or engineering management role, in relation to rail programs.
International experience of the delivery of major urban transportation or infrastructure programs as part of the client or program management team.
Management and administration of major consultancy/project and construction management contracts and design, manufacture and installation contracts.
Experience of working in the Middle East and KSA (preferred).

Qualifications
Engineering degree and potential post graduate qualification
Professional/Chartered Engineer and Project Management qualification
