JOB DESCRIPTION / ROLE

Employment: Full Time

We are looking for Project Controls Director to be based in Riyadh, Saudi Arabia.

Currently looking for an experienced Project Controls Director to form part of our Programme Management team based on a large mixed use Development in KSA Location. The main objective of the delivery biased PMO/Programme is to implement and manage the overall Development Programme, which includes infrastructure enhancement works, as well as retail mall and hospitality new build, sports complex, medical facilities and refurbishment elements. The team shall be expected to assist the client in any way possible to ensure the Development is completed starting from a project brief to the required timescales and within their stated budgets for multiple projects. The assignment is expected to last for up to 3 years for with potential extension.

Role:

This role will have full oversight and line management authority of the Planning, Risk, Document Controls, Change Management and Reporting functions to provide senior level coordination and direction in order that the following key elements are achieved:

- Act as primary point of contact for Client for schedule, risk, change, document control and reporting matters.
- Advise the client on all aspects of planning, schedule, and project control according to best industry standards
- Conduct executive level presentations to the client management team to brief on the status of the programme, individual projects
- Develop programme weekly and monthly executive dashboards.
- Provide strategic planning for the programme with respect to high-level milestones and critical path.
- Provide direct oversight and direction to planning/scheduling, risk management, document control and reporting.
- Effectively communicate the programme schedule to all stakeholders.
- Work with associated teams to develop, periodically review, and improve project controls processes and procedures to be adopted across the Programme to achieve a consistent and coordinated approach, including:
- Planning structure approach for PMO and PMC
- Development of WBS and activity codes
- Performance monitoring and reporting
- Input into the Programme Management Information System (PMIS)
- Risk Management
- Schedule Management
- Lead effort to analyse all schedule related data, identifying issues and opportunities and provide solutions to ensure all programme schedule objectives are met.
- Generate and implement methods for gathering and interpreting pertinent project information with analysis focused on identifying and mitigating or resolving negative impacts.
- Liaise with cost management team to integrate cost and schedule data.
- Attend weekly and monthly meetings with Employer and other stakeholders.
- Reporting - Interface and challenge PMC's, Contractors and Design Consultants on their reports. Evaluate and escalate where necessary areas of concern.
- Oversee the development and maintenance of the Programme baseline schedule.
- Lead the development of the weekly and monthly reports & dashboards and report variances against milestones.
- Develop and monitor programme KPIs.
- Responsible for ensuring all Schedule Management, Reporting, and Project Documentation Maintenance activities, are carried out in in a timely and accurate manner.
- Responsible for monitoring the performance of projects and conducting health checks based on cost and time.
- Mentor/support Project Controls teams as required
- Accountable for Controls Disciplines resource management

REQUIREMENTS

Requirement

- Degree in Engineering, or Construction Management
- PMP, PMQ or other professional certifications
- Chartership is preferred
- Minimum 15 years related experience in Project Management and Project Controls.
- Must have a consultant and/or client background for a minimum of 5 years, preferably in a PMO/Programme Level.
- Fluent in English (read, write and speak).
- Project management acumen.
- Politically aware.
- Team player, team leader.
- Extensive strategic planning
- Arabic speaking is an advantage but not essential.
- Digital-savvy candidates preferred
- 5 years Middle East experience preferred.
