JOB DESCRIPTION / ROLE

Employment: Full Time

Position Summary:
This role supports the Requirements Manager in the management of rolling stock & railway signalling requirements for the Backbone designs undertaken by the Backbone Engineering Consultant (BEC) and subsequent Design and Build (D&B) contractors.This role provides technical oversight of activities relating to Requirements Management to ensure that all works are compliant to NEOM Employer Requirements.

Major Responsibilities:
· Support the preparation of a Requirements Management Plan and related procedures for the Rolling Stock and Signaling system.
· Implement / roll out the plan to participating entities including BEC and the D&B Contractors as they join the project.
· Ensure that robust requirements management process is undertaken throughout the project life cycle by NEOM, EPM and the above entities. Identification / mitigation of risks to the RM process.
· Ensure that BEC and D&B Contractor are capturing new requirements and changes to Project Baseline and traceability to NEOM Project Requirements is in place.
· Ensure that requirements are allocated to relevant work packages and the BEC and subsequent D&B contractors accept the allocation.
· Providing help to compliance checking as per the Requirements Management processes and providing inputs to the design verification
activities
· Support the flow down of system safety requirements along with the review of verification and formalizing information and data received from other entities.
· Providing advice as required on requirement management systems and processes pertinent to railway operation.
· Assist the Requirements Manager and Assurance Manager with the review and acceptance of the D&B Contractors Safety Cases for the elements, products and systems being delivered.
· Provide support to the NEOM Project’s Independent Safety Assessor’s (ISA) review & coordinate the activities of and the resolution / closure of any safety assessment findings raised.
· Undertaking reviews of contractor design submittals relating to Requirements Management.
· Undertaking reviews as required of other contractor technical submittals (including task briefs and work package plans) relating to Requirements Management of Rolling Stock and Signaling system.
· Undertaking reviews of contractor inspection and test plans relating to Requirements Management.
· Undertaking reviews of contractor handover plans

REQUIREMENTS

Skills and Qualificatio·
· Degree or postgraduate qualification in science/engineering from an accredited university or equivalent qualification with minimum of 10 years of proven experience on railway projects including at least 3 years of experience in Requirements Engineer.
· Experience of implementing requirements in major rail projects.
· Experienced user of Requirements Management tools (i.e., DOORS NG).
· Proven track record in leading requirements engineering, preferably on major rail and infrastructure project, or alternatively in an oil & gas, aviation, or nuclear environment.
· Willingness to work in a collaborative environment involving the client and flexible enough to carry out any tasks required to complete review
and accept Systems Engineering deliverables.
· Experience of technical engineering and interface management within a rail project
· Fair understanding of various types of Rolling Stocks (High Speed Rail, Driverless Metro and Freight) and signaling systems (CBTC, ETCS etc.)
· Reading and understanding of contractual technical requirements.
· Proven experience in a requirements management role with a focus on satisfying rail safety standards such as EN 50126.
· Ability to prepare clear judicious planning procedures and user-friendly templates to assist entities in undertaking forward.
· Knowledge of system approval processes and bodies.
· Analytical mind-set with excellent English verbal/ written communication (interfacing with non-specialist technical team members).
· Working knowledge and application of Industry Standards such as IEEE 29148:2018, IEEE15288:2015 etc.
· Excellent interpersonal, analytical and communication skills (oral and written).
· Proactive, supportive, inquisitive, challenging and result driven.
· Hard working and motivated with high self-initiative.
· Ability to manage multiple assignments, changing priorities and work with ambiguity.
