Description

Qiddiya Investment Company is seeking a highly experienced senior manager for strategic planning and economic development to lead initiatives that drive the strategic direction and economic viability of our immersive entertainment and leisure destination. The senior manager will be instrumental in evolving and executing strategic frameworks that align with our mission of creating a world-class urban setting.

In this leadership role, you will oversee complex projects and collaborate cross-functionally with various stakeholders to capitalize on opportunities that foster economic development and societal value.

Key responsibilities

Corporate strategy & mandate
Lead key components of strategy development and refresh, shaping strategic objectives, service portfolio priorities, and sequencing across assigned domains.
Translate national and shareholder priorities into clear strategic choices and execution implications for leadership review.
Oversee development of multi-year roadmap components ensuring alignment between ambition, capacity, funding, and delivery readiness.

Execution & performance governance
Lead and mature execution governance for assigned strategy-owned rhythms, including planning cycles, performance reviews, portfolio governance, and escalation packs.
Oversee KPI architecture development for assigned strategic domains, ensuring insight-led reviews, accountability, and corrective action.
Oversee prioritization, sequencing, and active management of strategic initiatives/programs in assigned areas, intervening decisively where delivery is at risk.

Operating model & institutional maturity
Lead development and improvement of operating model outputs (decision rights, governance forums, approval pathways, cross-functional interfaces, processes, policies, and enablers) for assigned areas.
Advise leadership on readiness, capacity constraints, and operating implications of strategic choices for assigned domains.
Drive institutionalization of strategy through standards, methodologies, and governance discipline across workstreams.

Executive, board & stakeholder engagement
Lead preparation of committee materials for strategy-owned topics, including decision memos, performance deep dives, and risk assessments.
Support leadership in high-stakes discussions by framing options, implications, and recommendations with clarity and rigor.
Coordinate with government entities, regulators, and ecosystem stakeholders as required to ensure alignment and coordinated delivery in assigned areas.

People & team leadership
Lead and develop managers and assigned resources, setting expectations, reviewing outputs, and driving capability-building pathways.
Build a performance culture focused on quality, pace, and discipline of governance within the strategy team.
Govern external consultants and advisors for assigned engagements, ensuring value realization, quality assurance, and knowledge transfer.

Risk, opportunity & value realization
Identify strategic risks, dependencies, and opportunities across assigned priorities and operating environment; drive mitigation actions and escalation where required.
Drive leadership-level interventions to accelerate readiness and unlock value within assigned areas, ensuring momentum toward sustainability.

Requirements

MBA or master’s degree in business, economics, public policy, or a related field.
8+ years of experience in strategic planning, economic development, or management consulting, with a focus on large-scale projects.
Strong track record in stakeholder management and delivering insights that drive executive-level decisions.
Experience in the GCC/KSA region, with a solid understanding of the local market dynamics and public policies.
Proven leadership capabilities, with experience in managing teams and cross-functional initiatives.
