JOB DESCRIPTION / ROLE

Employment: Full Time

- Directs and supervises the activities of assigned personnel in the Department.
- Develop and mentor progress of UAE National staff.
- Performs supervisory functions at the level established by management for the position.
- Develops contracting strategies.
- Controls the issue of Letter of Award to the approved Contractor as per Authority Matrix and plans for the execution of the agreement.
- Review and evaluates claims in the light of contractual obligations and raises, approves or endorses recommendations to settle such claims.
- Participates actively, at the project development plan of major items, in budgeting, resource planning, contract policy/strategy making, etc.
- Handling Pre & Post contract management for Works, Services, Engineering, Operations, Maintenance and Lease.
- Drives implementation of strategic contract opportunities with the most significant impact to the corporation.
- Communicates corporate and business unit objectives to contract department
- Establishes highest-level contract policies and processes to ensure achievement of corporate expectations
- Provides career development and training opportunities for contract professionals.
- Occasionally may lead complex negotiations
- Ensures that non-compliant aspects of bids are reviewed and resolved to the best interests of the institution.
- Ensures correct documentation is available in making such reviews and liaises with tenderers where additional information is required so that informed decisions can be made.
- Ensures contract agreements are executed correctly and in a timely manner. Ensures that contract conditions are agreed to the satisfaction of both parties. Ensures proper process for handover of contract documents to the end users.
- Provides sound contractual advice on matters raised by the end user. Presents contractual advice and recommendations to the committee of the institution.
- Assesses recommendations made by others on ongoing construction contracts to ensure that the institutions best interests are being maintained.
- Ensures accountabilities for personnel are clear and lines of approval are set to ensure smooth and correct approvals and procedures for the department are in place and administered.
- Liaises with senior members of the institution providing current and market acceptable advice relating to procurement of different types of contracts

REQUIREMENTS

- Bachelor's or equivalent
- Preferred: Master Degree
- Minimum 5-10 years’ experience in a varied contract development and management related functions
- Excellent skills in Data & case analysis, communication, influencing, facilitation, leadership of multi discipline teams, IT applications
