JOB DESCRIPTION / ROLE

Employment: Contract

Our Multi National Infrastructure Main Contracting client has a new requirement for a well experienced Estimation Engineer to join their team in Dubai, UAE. Successful candidates will have a proven background as a Senior Estimator on major RTA and Infrastructure projects including roads, rail, bridges and tunnels projects and contracts in the UAE.

This role is available for immediate joining and is an initial 4 Month Contract position as an outsource employed by J10 Consulting.

Key Responsibilities:

• Understanding estimating scope of work, deliverables, schedule of execution, estimate structure, formats, reports.
• Familiar with Estimating Plan and Basis of Estimate preparation.
• Construction Site / Field experience including hands on knowledge of Direct Field Labor (D.F.L) and production rates / Productivity factors for the Middle East region.
• Familiar with calculation of direct and indirect costs from a first principle basis or factorization as applicable to the class of estimate.
• Review quantity take-off from engineering drawings for civil, structural, architectural, ID and MEP works.
• Assess the Bids of OEM/Supplier/Vendor/Contractors and prepare commercial Bid Analysis to finalize the cost estimation.
• Ability to understand commercial contract conditions and implications of contractual clause.
• Familiar with calculation of growth allowance, design evolution, provisions, contingency.
• Familiar with calculation of cash expenditure, predicted escalation over project duration.
• Understanding of Estimating Project Life cycle – Pre award cost estimation (Study estimates) and Post award cost estimation & control (execution estimates).
• Familiar with setting up of Cost baseline after project award for execution.
• Ability to capture cost variations and reporting to client on a regular basis.
• Ability to review payment application based on actual progress and verification from site walkdown at execution stage of the project.
• Review of final reconciliation of quantities for re-measurable contracts.
• Analyze Change, variations, claims and prepare recommendations.
• Client facing and ability to prepare and deliver presentations to all stakeholders.

Requirements:

Senior Estimator (Infrastructure) Experience:

• Minimum Diploma or Degree in Civil Engineering
• Certification from AACE International - Certified Estimating Professional (CEP) would be advantageous.
• 7+ years of experience in a first principle estimating environment with project specific experience in RTA projects including roads, bridges, tunnels and rail projects,
• At least 2 years of experience working in the Middle East region in infrastructure projects.
• Strong MS Office skills and experience with estimating tools and systems, preferably Candy.
• Interpersonal and good communication skills in the areas of both written and verbal communication.
