JOB DESCRIPTION / ROLE

Employment: Full Time

Our client, leading offshore support vessel company is currently recruiting for an HR and Payroll Administrator . You will be directly reporting to the HR Manager

Key Accountabilities

Payroll, Leave Request and Travel
- Manage and process monthly expat payroll for UAE, Azerbaijan, Kazakhstan (MENA, KSA)
- Manage and process Caspian Expat Crew payroll
- Receive and process staff expense claims relevant to HR
- Respond to queries regarding employee pay and leave balances
- Receive and process leave and annual ticket requests and ensure appropriate absence forms, medical certificates have been submitted
- Arrange flight tickets related to annual leave or candidate interviews and prepare purchase orders when required

HR Admin
- Assist in scheduling interviews and arrange meeting rooms as required.
- Send out Behavioral Assessments and insuring reports are forwarded to HR Management as required.
- Assist in developing and maintaining competence framework for shore employees.
- Create and maintain the electronic and manual records for employees including personnel files, payroll records, annual and sick leave records
- Create and maintain an effective departmental filing system, ensuring all correspondence and certification is appropriately filed, ensuring strict security and confidentiality
- Maintain accurate next of kin records for all Topaz employees
- Draft letters and announcements including welcome notes, salary letters, NOC’s, termination and resignation letters, as required
- Work closely with PRO to monitor and maintain up to date records of UAE visas, labour cards and emirates IDs
- Consolidate monthly reporting including headcount, new recruits, training man/hour and absenteeism
- Work closely with IT team to resolve any technical problems on HR Systems including JDE and Performance Dashboards.
- Coordinate with benefit providers to enroll / exclude employees and process employees medical insurance claims
- Assist in planning and preparation of meetings, company events, year-end parties, team building activities and workshops
- Prepare the corporate HR budget and monitor the financial performance versus the budgeted cost and inform Head of HR about the status.

Employee Relations
- Arrange flights, visas, accommodation and transport for new employees and candidate interviews
- Assist with onboarding arrangements for new employees and exit arrangements employees leaving
- Assist in the development and effective implementation of policies and procedures

Performance Management
- Ensure all employees complete their goal setting and performance review before the deadlines and that these performance are measured effectively and fairly
- Prepare annual learning and development plan in accordance to identified training needs and annual budget

Compensation & Benefits
- Assist in establishing company’s compensation & benefits policy and salary band structure for shore employees
- Obtain and study market data to ensure that Topaz compensation and benefits policy is able to attract the required calibre of employees
- Perform Job Evaluation and ensure that positions are placed in appropriate salary bands

- Internal: All employees
- External: Candidates, recruitment agencies, medical insurance providers

REQUIREMENTS

- Graduate with a minimum of 5 years' HR experience in managing payroll activities and HR administration
- Efficiency, accuracy and organization are of key importance for this role.
- Degree qualified, ideally in relevant discipline
