Job purpose

Responsible for ensuring compliance with HSE ENGIE group and shareholders policies and local authority's rules and regulations and reporting the company HSE performance.
Responsible for project coordination, control and implementation with respect to HSE, with all relevant parties (shareholders, contractors, authorities and ENGIE) and reporting issuance to shareholders, HQ and statutory authorities.

Key accountabilities

  • Ensure effective implementation and adherence to all ENGIE policy, protocols, and requirements at site.
  • Play a lead role in contractor management (mobilization/monitoring) HSE activities by ensuring compliance to applicable legal requirements by contractors (verification of applicable documents), monitoring quality on training and HSE aspects, verification of compliance as per contractual HSE terms and conditions.
  • Monitor the work execution as per HIRA, AIA, SOPs, WIs, safety guidelines, etc., and take necessary steps/actions to avoid recurrence.
  • Plan, organize and coordinate safety programs, application of engineering principles and technology available to prevent or correct occupational health and safety and environmental unsafe acts and/or working conditions.
  • Ensure all applicable HSE statutory and other compliance is respected on site.
  • Ensure all HSE related site inspections, e.g., execution/project work, lifting tools, PPE, electrical devices/tools, PTW, competency documents, etc., are checked and where required, follow up.
  • Coordinate safety meetings at site, record minutes of meetings, ensure closure of actions and reporting.
  • Monitor and conduct compliance checks of implementation of PTW, LOTO, LMRA, TBT, contractor/subcontractor works, etc.
  • Conduct site HSE audits, prepare report-based NCRs, opportunities for improvements, positive observations and ensure closure and follow-up for continuous improvement.
  • Participate and evaluate various onsite training and mock drills by site team.
  • Record and report HSE indicators (leading and lagging) to HSE manager for onward reporting to ENGIE, based on reporting requirements.
  • Coordinate and participate during emergency situations.
  • Coordinate with HSE manager to lead and facilitate incident investigation and reporting of incidents, near-misses, high potential (HiPo) incidents, breach of life saving rules, etc.
  • Interface with clients for resolution of their queries related to HSE at site level.
  • Ensure site implementation of ENGIE 5 safety essentials (LSR, LMRA, stop the work, incident reporting, shared vigilance).
  • Take action to inculcate a positive safety culture and increase safety awareness at site.
  • Work with HSE manager to conduct performance evaluation and action plans based on audits and reports submitted by contractors.
  • Support HSE manager in implementation of EOSC program (ENGIE).
  • Involvement in EPC daily works and active involvement in high risk work activities in terms of consultation and approval.
  • Ensure that EPC follows international standards of ISO 45001 and ISO 14001.
  • Ensure that EPC is fully compliant with ADOSH requirements (Abu Dhabi regulation framework).

  • Coaches site supervisors and other people-leaders to develop their HSE skills.

  • Decision on passing or rejecting materials and/or equipment for site incoming inspection.
  • Authority to stop any site work(s) or person(s) or contractor based on deviations related to HSE at any given point.
  • Issue of safety notification/memo to contractors or other members in case of HSE deviations and site violations.
  • Audit and inspections to verify compliance of HSE at site.

Qualifications, experience and skills

Essential qualifications:
Bachelor's degree in the relevant field.
Certification requirement: NEBOSH IGC (or equivalent), IOSH managing safely, OSHA 30 hours training.

Experience:
Total of 10 years' experience, at least 5 years in construction industry (experience with renewable is an advantage).
Experience and knowledge of the organizational structure and decision-making processes, business needs and constraints, legal and public relations constraints, budget, planning and organizational change management procedures.

Skills:

  • Communication: English is essential; excellent communication skills both written and verbal.
  • Must be flexible: willing to work as per job requirements.
  • Computer literate.
  • Arabic is an advantage.
  • Deep knowledge and understanding of the HSE systems used in construction industry.
  • Understanding of Abu Dhabi ADOSH regulations, HSE policies and management procedures.
  • The capacity to engage and influence: the job holder must possess the capacity to establish high quality adult-to-adult relationships with leaders, their peer group and teams for the purpose of influencing and driving changes in behaviour.
  • Business knowledge: good working knowledge of construction, including high-risk activities and equipment and potential risks.
