JOB DESCRIPTION / ROLE
Key Responsibilities:
1. Government & Authority Liaison
• Coordinate and communicate with UAE authorities such as:
o Dubai Municipality, Abu Dhabi Municipality, Sharjah Municipality
o RTA, DDA, Trakhees, DCD, Civil Defence, DEWA, ADDC, FEWA
o Economic Departments, Immigration, Labour, MOHRE, etc.
• Ensure timely processing of permits, approvals, inspections, NOCs, and clearance certificates.
• Build and maintain strong professional relationships with government officials and regulatory bodies.
2. NOC & Permit Management
• Prepare, submit, and follow up on applications for:
o Building permits
o Site mobilization permits
o Excavation permits
o Utility connection NOCs (water, electricity, telecom, drainage)
o Road/traffic diversions and RTA NOCs
o Civil Defence approvals
• Ensure all NOCs and permits are renewed or extended before expiry.
3. Documentation & Compliance
• Prepare and organize all required project documentation, drawings, & forms for submission.
• Ensure that all submissions comply with UAE regulations, codes, and standards.
• Maintain accurate records and logs of all NOCs, permits, approvals, and correspondence.
• Support the project team in ensuring regulatory compliance at all stages of construction.
4. Coordination With Internal Teams
• Work closely with the Project team and departmental teams.
• Communicate approvals, requirements, and conditions to project teams.
• Assist with tender documents and pre-qualification submissions as needed.
5. Follow-Up & Issue Resolution
• Conduct regular follow ups with authorities to expedite pending approvals.
• Resolve issues or queries raised by authorities regarding submissions.
• Provide timely updates to management on permit/NOC status and potential delays.
Requirements:
Qualifications & Skills :• Diploma or Bachelor’s degree in Civil Engineering, Business Administration, or related field (preferred).
• 8 – 12 years’ experience as a Liaison Officer or NOC Coordinator in a civil contracting or construction company in the UAE.
• Strong knowledge of UAE municipal and authority procedures.
• Familiarity with UAE authority portals: Dubai Municipality (DM), RTA, Trakhees, DEWA
• Understanding of construction processes and documentation.
• Good MS Office and document management skills.
• Strong network with UAE authority departments
