Job Purpose
Schedule, plan, and keep track of marine logistic activities to meet operational requirements. Assist in maintaining and promulgation of up-to-date marine regulatory publications, shipping notices, process reviews, and other instructions to ensure work performance in line with provisions of approved policies and guidelines.
Key Accountabilities
- Monitor's vessels conditions during operations to ensure that vessels are complying with the standards and regulations.
- Provide technical solutions to operational challenges to vessels and ensure operational and business continuity.
- Reports on loading and cargo operation and makes suggestions to improve safety, quality, and cost effectiveness of cargo transfers.
- Assist Marine (Manager) Shipping in compilation, management, and maintenance of database containing operational records to ensure up to date information.
- Maintains up to date records of vessels' inspections, surveys, investigations, and follows up on arrangements to ensure timely close out of actions required.
- Provide support to Manage (Marine) on projects and respond to inquiries from internal and external associates and supports contractors' management of harbor authority permits and state requirements as well as resolves overlapping activities and schedules.
- Monitor the life cycle of marine projects overseeing contractor's performance and may participate in marine vessel inspections if required to do so as per Manager discretion.
- Participate in Shipping- Marine assessment reviews related to marine activities and may conduct site visits to promote safety and collaborative culture amongst vessels and identify improvements to existing procedures and practices.
Job Specific Accountabilities
- Liaises and maintains communications with Coast Guards, Offshore Oilfields Security department, for other oil fields and relevant governmental departments regarding marine operations, emergencies, field intrusion and danger to navigation within company areas and raise Notice to mariners as and when necessary.
- Participates in incident investigations and monitors progress of corrective actions to ensure close outs of recommendations.
- Liaise with relevant departments (Technical, HSE, MPD) to ensure all activities i.e ships' arrival and departure schedules and other related issues are solved to ensure smooth services provided to the ship and meet cargo export operations targets.
- Assist the Manager(Marine) in the development, administration and control of the departments Capital & Operating budgets, assisting in the preparation of final budget submissions while providing ongoing assistance in the administration and coordination of all related activities to ensure they are carried out in compliance with the approved budgets and time lines.
- Ensure all completed work is correctly listed and coded, allocating costs to the correct cost center, receiving monthly budget reports from Finance and preparing budget variance reports for internal discussion.
- Assists in the preparation of various charts, tables, presentations, and other materials. Provide information for project planning to support effective execution.
- Assist in the analysis and development of materials specifications, detailed scope of work, technical specifications while following up on all material procurement to support successful execution of different services as per defined company standards.
- Assist Manager, Team Leader and MSI in the preparation of technical documents for assigned procurement services and assist in the technical evaluations of contractors/suppliers during the tendering process to facilitate effective selection of contractors to suit project requirements.
Requirements:
- Bachelor's in business administration- 5 years of experience
- Maritime Industry background (Shipping).
