JOB DESCRIPTION / ROLE
Westlakes Recruit is currently recruiting for an experienced Mechanical Engineer (Emirati National) to support the Hassyan Power Plant on a permanent basis in Dubai, UAE.
Job Purpose
To supervise and manage mechanical maintenance activities in the plant, including preventive and corrective maintenance, planning for shutdowns, and overhauling work activities. Responsibilities include organizing maintenance, troubleshooting, and modification of all mechanical machinery in accordance with overall maintenance plans, HSE guidelines, and quality standards to ensure plant availability and machine reliability.
Key Accountabilities
Maintenance Management
• Monitor mechanical preventive and corrective maintenance and overhauling activities to ensure safe and efficient application of procedures and implementation of optimal maintenance.
• Ensure proper documentation in SAP, including logs detailing faults, repair methods, and the time, labor, and materials used.
• Respond promptly to emergency breakdowns and take corrective action to minimize downtime.
• Foster a condition-based preventive maintenance culture through troubleshooting and root cause analyses.
Troubleshooting and Technical Guidance
• Diagnose faults and determine the best repair actions while maintaining quality and HSE standards.
• Analyze mechanical maintenance data and conduct engineering studies to enhance reliability and efficiency.
• Prepare feasibility studies for new installations, replacements, or repairs, including technical evaluations, specifications, and cost estimates.
Outage Management
• Forecast manpower, budget, and material requirements to ensure timely resource availability.
• Plan and execute shutdown maintenance of critical mechanical machinery per OEM recommendations while meeting EHS, scope, cost, and timeline objectives.
Documentation
• Maintain accurate maintenance logs, including details on faults, repairs, time, labor, and materials used.
Health, Safety, Security & Environment (HSSE)
• Ensure adherence to all HSSE procedures and controls to safeguard employees and ensure environmental compliance.
• Collaborate with the HSSE department to enforce safety regulations, conduct investigations, and implement corrective measures for incidents.
Material Management
• Prepare monthly/annual requirements for machinery, spare parts, and materials in line with maintenance plans and budgets.
• Evaluate procurement quotations to recommend the most suitable materials for the plant.
Relationship Management
• Develop and maintain strong business relationships with internal departments and external contractors.
• Liaise with EPC/OEM contractors for technical support and operational clarifications.
SAP Administration
• Oversee the effective use of SAP in maintenance planning, scheduling, and data management.
Continuous Improvement
• Contribute to change initiatives and projects that align with organizational standards.
Policies, Processes, Systems & Procedures
• Adhere to all relevant organizational policies, procedures, and standards.
Assignments
• Perform other duties as assigned by the line manager.
People Management
• Supervise and support team members to ensure objectives are achieved and business plans are delivered effectively.
Communication & Working Relationships
• Internal: Maintenance Manager, Engineering Section Head, Mechanical Supervisor, Mechanical Technicians, Operations Team
• External: Contractors and vendors
Requirements:
Qualifications, Experience & SkillsMinimum Qualifications
• Bachelor’s degree in Mechanical Engineering
Minimum Experience
• 7-10 years’ experience in mechanical maintenance within water desalination, power generation, or conventional/renewable plants
• At least 2 years in a supervisory role
Skills
• Practical knowledge of mechanical engineering and maintenance management methods
• Experience with downtime analysis and problem-solving tools
• Proficiency in predictive maintenance techniques and CMMS (SAP knowledge desirable)
Project management skills
• Strong understanding of preventive/predictive maintenance theory
• Mentoring, coaching, and team management capabilities
• Strong planning, organizational, and collaboration skills
• Experience in water desalination and power generation operations
