Key Responsibilities

  • Lead a team of engineers responsible for preparing the most competitive techno-commercial proposal in compliance with the client's requirements and technical specifications, including assessment of risk. Support in the preparation of cost estimates.
  • Prepare the proposal summary for the review of the supervisor, including initial assessment of the technical, financial, schedule or any other unusual risks associated with a proposal and submit it to the management for the bid/no-bid decision.
  • Prepare and periodically monitor the proposal schedule and indicate slippages to the supervisor.
  • Prepare table of contents/index to technical, un-priced and priced commercial proposals with responsibilities and dates clearly identified.
  • Prepare scope and effort matrices when working with a JV partner or a nominated subcontractor and perform the required integration of inputs for submission to the client.
  • Identify critical un-priced commercial enclosures such as bank guarantees, parent company guarantees, power of attorneys, notarization, local registration requirements, etc. at the beginning and initiate actions with other departments to obtain these documents.
  • Conduct periodic review meetings with the proposal team, monitor progress, resolve constraints and ensure that all timelines are met. Identify any clarifications or exceptions to the client's inquiry and ensure smooth flow of inter-disciplinary inputs and generation of all deliverables through periodic discussions with discipline engineers.
  • Coordinate with the procurement department to obtain vendor offers and responses for techno-commercial and scope clarifications raised and to identify target vendors for key equipment/packages for further negotiations and strategic pre-bid understanding.
  • Coordinate with the subcontract department, monitor timely receipt of discipline BOQs and ensure issue of subcontract packages with project specific responsibility matrices, preambles, etc. to subcontractors.
  • Prepare cost estimates and ensure that all the cost elements, e.g., subcontract offer, materials estimates from disciplines, project support, third party services, etc. have been captured in the proposal.
  • Prepare price breakdown schedules in compliance with tender requirements and link the cost estimates in a manner that allows expeditious compilation of final commercial proposal.
  • Develop risk register, review periodically and compile inputs and documents for management risk reviews.
  • Assist in preparing for technical and commercial reviews, project execution reviews and other reviews.
  • Provide necessary inputs to the project controls department for project schedule preparation.
  • Assist in preparing technical and commercial proposals as per client requirement, particularly addressing critical sections such as project execution plans, organization charts, job specific technical write-ups, bank guarantees, commercial and technical qualifications. Prepare responses to the client post-bid queries.
  • Perform all other duties as required for timely and quality proposal submission in accordance with proposal procedure and in compliance with tender requirements.

Essential Qualifications and Skills

Engineering degree preferably in chemical or mechanical with a minimum of 10-15 years' experience in project management, project engineering management with engineering or EPC companies in oil & gas, refining, and petrochemical industries.
