Job Purpose
Manage the overall functioning of Offshore EPC Projects Tendering and Proposals function, ensuring scaling ADNOC L&S Offshore EPC projects footprint in ADNOC Group and subsidiary initiated Tenders. Furthermore, independently review all active projects (Revenue and CAPEX) project schedules, and report on potential project overrun and schedule impacts anticipated, providing support for project recovery plans. Also, key to ensure technical proposals from technical partners engaging on project, are compliant to ADNOC requirements, standards as well as supports commercial feasibility for ADNOC L&S in securing project award.
Manage the HSE and Quality functions for EPC Projects in independence, ensuring all ADNOC standards for HSE & Quality are adhered by Project Managers, while executing projects.
Key Accountabilities
- Accountable for participation on EOI, ITT and Direct Bid enquiries from ADNOC Group B&S, ADNOC Group Companies, affiliates and others, wherein such scope are related to Offshore EPC, EPCI and EPCIM projects.
- Work closely with Team Leader Technical Support (Offshore), Team Leader, Commercial Contracts (Projects) and Team Leader, Project Planning & Cost; to ensure the highest calibre of technical and commercial delivery on all projects.
- Lead and manage functions of Project Commercials (Tendering & proposals), Technical Support (Offshore) and Project Planning & Cost Control, independently.
- Manage effectively, all EPC Project business opportunities confirmed with COMPANY's participation interest, within the COMPANY enterprise project management system (EPMS), under the business opportunity identification and evaluation segment.
- Prepare and lead the commercial submissions, for COMPANY commercial committee review and approval, prior submitting to CLIENT through CLIENT commercial portal.
- Support on legal and financial due diligence checks by engaging with Legal and Finance investment function representatives.
- Manage the handover of awarded project to assigned Project Manager for the execution, with project related documents as per Project Handover Checklist.
- Oversee all the Projects' S Curve schedule an report on project overruns, impacting project schedule, resources and costs; through close liaison with Project specific Sr. Planning Engineers and Project Managers
- Develop project excellence model (Process, Procedures, Project organization design, risk registers) to ensure consistency on timely project delivery for the client, uplifting ADNOC L&S's capability in the Offshore Projects delivery segment.
Job Specific Accountabilities
- Ensuring company and industry standards, processed and best practices are followed, identifying areas for improvement and implementing with agreement of Senior management.
- Ensure supply chain is fit for purpose, developing competent and reliable suppliers, sub-contractors, technical partners.
- Support Team Leader, Commercial Contracts (Projects) to accurately price in tender work and increase project win probabilities, including new projects and project variation scope.
- Support Team Leader, Project Planning & Cost Control to continually monitor Project status against stipulated milestones to anticipate and avoid project overrun, escalating costs, disputes and making recommendation to alleviate delays and client dissatisfaction.
- Support Team Leader, Technical (Offshore) to ensure all lead engineering disciplines expertise are appropriately utilized on reviews of Technical Submissions made from technical partner, project related detailed designs, drawings and method statements reviews and updates, especially on those received from Technical Partners/Sub-Contractors.
- Support Project HSE in ensuring required standards and procedures are in place, to ensure Company's adherence to safe practices; compliant to Client HSE requirements.
- Support Project Quality Engineer, to ensure right controls and processes are adhered that support quality and efficient delivery, compliant to Client Quality requirements.
- Conduct Project specific progress meetings with respective Project Manager and lead team, to identify project progress, risks, control measures, escalations required and financial positions (Receivables/Payables/Disputed Invoices, etc.)
- Prepare Offshore Project department budget, 5-year business plan, in liaison with Project Managers.
- Prepare Offshore Project department related CAPEX requirements, for management endorsement.
- Engage in Investment Committee, in presenting CAPEX business cases that support the department's revenue capitalization and profitability enhancement.
Requirements:
Minimum Requirements- Master's Degree in engineering or projects discipline.
- At least 10 years of relevant experience in offshore EPC projects support and Interface, related to offshore energy and oil and gas industry, with minimum 5 years in Senior Supervisory Role for Projects Tendering & Estimation discipline.
- In-depth knowledge of Oil & Gas EPC projects process, industry standards and commercial procedures, in addition to relevant regulations.
- Proficient in English Language
Professional Certifications
- Project Management Professional is preferred.
