Job description / Role

Employment: Full Time

One of our customers in the Sultanate of Oman is looking for suitable candidates for the "Chief Operating Officer - Occupational Standards Centre (OSC)" position. Main purpose of the Job is to:

• Ensure the organisation regulates performance of skills bodies responsible for the development of Occupational Standards
• Planning, directing, and overseeing the organisation’s operations
• Helping the organisation execute long-term and short-term plans by providing vision, management, and leadership
• Managing any delegated budgets in accordance with governmental requirements

Key responsibilities include:
• Oversee daily operations and makes adjustments as necessary
• Measures effectiveness and efficiency of operational processes both internally and externally and finds ways to improve
processes
• Provides mentoring to all employees, including management
• Motivates staff to meet or surpass organisational aims and objectives
• Coordinates with human resources department to recruit skilled talent and keep the best employees
• Provides a system for employee salaries and benefits, and makes sure staff feel valued
• Promotes communication between colleagues for the benefit of information flow and to curb any problems that arise
• Work with the Director - OSC and Head of departments to develop the organisational business plan and
to implement new processes and approaches to achieve it.
• Support the development of budgets in relation to the business plan, to develop annual budgets
• Manage and provide leadership to ensure that all Head of Departments are effectively meeting their targets and
objectives
• Oversee and manage all external stakeholders
• Work in partnership with all Heads of Department to effectively maintain cost-control and risk
• Be accountable for the organisation’s financial position
• In conjunction with the Head of Department, HR coordinate the team appraisal process that measures and evaluates
progress against the goals for the organisation
• In conjunction with the Heads of Department oversee recruitment, staff contracts, benefits and holiday pay
• To lead improvement and run all internal operational processes to ensure efficient operations

Requirements

Knowledge and Skills required are as follows:
• An experienced and determined senior manager with 10+ years’ work experience in similar positions
• Strategic vision and agility, ability to think strategically, anticipate future consequences and trends and incorporate them
into the organisational plan
• Working knowledge of the Omani and International skills agenda, changing skills landscape
• Analytical and strategic thinking and skills combined with practical delivery expertise.
• A strong team leader with experience in managing day-to-day operations, managing multiple priorities and deadlines
• Fluent In English ( Writing , Reading And Speaking )
• Results driven, proven track record in exceeding goals
• Strong financial literacy, able to analyse and develop complex budgets;
• Strong operational knowledge including supporting a service business to be compliant across all areas of its functions –
financial, legal, HR etc
• Process driven, confident in developing efficient and effective systems to increase the productivity and efficiency
• Able to support and consolidate learning and development across the organisation; committed to informal and formal
ongoing professional development
• Excellent communication skills and highly literate
• Ability to operate with diplomacy, tact and empathy
• Extensive planning and delivery experience
• Excellent strategic and analytical skills
• The ability to combine long-term planning and short-term reactive working
• Experience of establishing and maintaining networks across the whole sector
• Excellent organisational skills and an ability to prioritize workload to tight deadlines
• Excellent interpersonal and communication skills at all levels
• Computer literate (experienced in Microsoft packages)

Qualifications
• Minimum Bachelors Degree in ( Education , Engineering , Economics )
• Management and leadership
• Relevant professional certifications
• Member of a relevant international professional body

Working Conditions
• Head office based
• Occasional/regular travel required
• Occasional requirement for working outside of contractual hours
