Job description / Role

Employment: Full Time

Purpose of the Job

Lead preparation, planning and execution of Commissioning & Start Up activities in medium projects ($US100M-$US500M), in accordance with COMPANY procedures and processes. In large projects ($US500M - $US1B): lead aspects Commissioning & Start Up activities as assigned by the designated Commissioning Lead.

Dimensions / Critical Interfaces
• Direct Opex: none
• Direct Capex: Medium project – Shared responsibility for Commissioning & Start Up budget up to $US50M
• Manpower: Direct reports – up to 5 Commissioning & Start Up Supervisors and 20 Commissioning & Start Up Technicians; Indirect reports – up to 50 Contractor Commissioning Engineers, Supervisors and Technicians.
• Critical Interfaces: Project Manager, Engineering and Construction Leads, Asset Owner’s organisation, Design, construction and commissioning contractor(s) and equipment Vendors and specialist service providers.

Principal Accountabilities

People
• Specify Commissioning & Start Up team resourcing needs.
• Manage assigned Commissioning & Start Up Supervisors and Technicians, including contractor resources.
• Coach practitioners regarding application of the Commissioning process and associated methodologies.

Process
• Produce project commissioning & start up deliverables (plans, schedules, manpower, budget, procedures) in line with corporate standards and methods.
• Develop and implement Flawless Project Delivery plans, including flaws identification, assessment and mitigation actions.
• Specify requirements for commissioning contractor support, including needs for temporary equipment and specialist services, and provide input to bid evaluations.
• Propose project commissioning budget and manage as delegated by project manager.
• Contribute to project design and quality assurance activities and deliverables.
• Provide input to, and support implementation of, project Risk Management, HSE and Quality Plans.
• Manage commissioning & start up execution activities and associated Permit to Work (PtW) requirements.
• Monitor and report status of commissioning & start up activities and plans, including commissioning contractor performance.
• Review / approve commissioning & start up deliverables commensurate with own Technical Authority (TA) level.

Technology (Systems and Tools)
• Manage repository for project commissioning & start up documentation.
• Manage project application of Completions and Certification Management System (CCMS) and ensure timely and accurate data entry.
• Contribute to COMPANY Commissioning information repositories, including identification and selection of materials for inclusion as guidance, templates, checklists and best practice examples.

Challenges
Historic performance in delivering timely, safe and efficient start up, and sustainable operation, of new or modified assets has been problematic. This is largely due to inconsistent application of standards and processes and an underlying shortage of fully competent and experienced discipline members. The Commissioning & Start Up Engineer is key to ongoing improvement in this regard by diligently adhering to standards and processes and requiring same of own team members and commissioning contractors. From the construction phase onwards, the role may be performed on a rotational basis in conjunction with a back-to-back counterpart.

Requirements

Experience / Qualifications Needed
• Diploma level qualification or higher in an Engineering Discipline (Mechanical – Static / Rotating, Electrical, Instrumentation / Control and Automation, Process / Chemical).
• Typically 8 to 10 years oil and gas industry experience including front-line supervisory roles for operations and/or maintenance and/or engineering and/or commissioning. Experience in commissioning field of oil and gas facilities (i.e. oil, gas plant, LNG, midstream and downstream facilities, power plant). Experience in ‘sour’ operations is desired.
• Performed in lead role for Commissioning and Start Up activities in projects through multiple phases (Identify / Assess, Select, Define, Execute) including:
• Implementation of commissioning strategy and execution plan;
• Developing, implementing and managing commissioning plans, procedures and budgets;
• Specifying commissioning contractor technical support requirements;
• Leading multi-disciplinary pre-commissioning and commissioning activities (process, mechanical, instrument, electrical);
• Technical and HSE risk identification and mitigation (including Flawless Project Delivery);
• Application of a computerised Completions Management System;
• Experienced in structured technical review or audit.
• Experienced and effective technical coach / mentor up to and including SG4.
• Effective communicator, written and verbal, with the ability to communicate subject area within multi-disciplined project team

Note: For Discipline CSU Engineer focus shall be on discipline elements including ‘Know how’, ‘How to do’, troubleshooting, construction, pre-commissioning, maintenance procedures, application, etc.
