Job purpose
Executing the activities related to economic regulations and price control management, ensuring Capex, Opex, and other supporting data are compiled, under the authority of the Head of RAB and Commercial Affairs. Supporting in analyzing and reviewing price control and the allowed revenue setting. Providing regulatory advice and guidance to internal and external parties, securing optimal price control decisions by drafting views, and advising management on regulatory compliance policies, processes, rules, and standards to ensure full compliance across the organization.
The position will act following the organization's mission, vision, values, and strategies, as well as policies, guidelines, and international standards, supported by an IT technology platform, HSE standards, Omani government and other legal justifications, and best global practices by national objectives.
Mandate QHSSE Obligations

- Monitor and report safety performance and compliance
- Guide, advise, communicate, and enforce safe behavioural practices (Life Saving Rules, Process Safety Rules) to perform tasks safely

Main tasks and responsibilities
- Support in Capex, Opex, and other data compilation, analysis, and finalization for Price Control Setting and calculation of Maximum Allowed Revenue (MAR), including periodic reporting to the regulator.
- Collect and maintain the Price Control database and the financial and economic models that support price control.
- Analyse the tariff impact of new developments (Transportation and Connections Capex) as required by Shippers and support the Gas Allocation committee in the new connection mechanism implementation.
- Assist in conducting due diligence business cases for asset acquisition/transfer agreements and decommissioning activities in alignment with internal and external stakeholders.
- Processing of invoices and accruals related to passthrough expenses and other RAB consultancy expenses.
- Calculate connection fees/costs to finalize Connection Agreements Fee schedules and monitor segregating the connection assets capitalization into RAB base assets capitalization.
- Assist in reviewing capital expenditure capitalization processes following the RAB framework, ensuring proper classification and lifetime valuation as per regulations.
- Assist in maintaining and updating the database for new unregulated agreements commercial model and monitor the unregulated expenditure impact on overall control.
- Assist with internal regulatory compliance audits, cost calculations, and analysis for tariff impact, while supporting database and models maintaining for price control.

- External: Staffing specialized contractors, vendors, suppliers, investors, and public entities representatives.
Working Conditions
Primarily office-based, occasional travel, and sporadic visits to the operation site.
