Job Objective
Contribute to the delivery of engineering excellence through:
- Definition and approval of technical scopes.
- Executing assigned scopes of work.
- Providing technical expertise to the business.
- Contributing to business growth.
- May manage and supervise teams or act as a technical specialist.
- Performs complex assignments often requiring development of new or improved products, processes, or techniques.
- Assesses feasibility and soundness of proposed engineering designs, products, and equipment.
- Uses advanced technical knowledge to perform engineering assignments and produce engineering deliverables including complex problems and to complete any project tasks with minimal guidance and direction.
- May serve as the Lead Engineer or the project Technical Authority on projects and hold advanced level specialization in one or more areas of expertise.
- Functions as a technical specialist who develops applications, hypotheses, approaches, and applies advanced engineering concepts to unique engineering problems. In addition to specialization, generally directs highly qualified professionals engaged in complex engineering projects.
- Provides technical reviews for complex projects within the area of expertise.
- In consulting business areas, may have authority for a portfolio of consulting projects, managing and providing technical direction and guidance, managing client relationships and project team engagement, with responsibility for cost, schedule, resource allocation, and risk.
Responsibilities
- Review and maintain Project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS).
- Liaise with other Project Controls disciplines and functions, assist and support in the development of project budgets in accordance with the Basis of Estimate including statements of work scope, assumptions, man-hour estimates, narratives, and review and comment of client documents.
- Liaise with Planning discipline to ensure accurate and timely control and forecasting of budgets and ensure that the impact of all change requests is properly assessed and included in the schedules.
- Liaise with procurement, finance, and time-capture functions, and third parties as required, to ensure accurate and timely capture of procurement, materials, subcontract, and labor man-hour costs.
- Ensure costs are allocated accurately in accordance with approved project WBS.
- Liaise with engineering, procurement, and construction functions, and others as required, to maintain awareness of project activities and their impact on the project budget, schedule, and cost forecast.
- Manage the project assignment work approval process in terms of accurate cost code allocation and initial budget set-up and approvals.
- Review and maintain project cost budgets using appropriate software applications.
- Monitor and control cost commitments and expenditures through all phases of project lifecycle.
- Liaise with project management, project planning, and others as required to ensure accuracy in project cost phasing and forecasting.
- Provide copies of project cost performance reports in accordance with project reporting requirements.
- Review and issue updates to project cost forecast.
Qualifications
- Minimum 15 years, at least 10 years in oil and gas, and 6 years in FEED/Engineering experience.
- Bachelor's degree in Engineering or equivalent.
- Experience in the Middle East is preferred.
- Be a team player where recognition of team performance as a whole is a greater priority than projecting individual contribution.
- Be able to work in a team environment and handle multiple project responsibilities.
- Assuring that work and project promises are successfully delivered and appropriate reviews have been conducted.
- Establishing and maintaining engineering processes, systems, and tools.
