Employment: Full Time

A leading Oil & Gas company is looking to hire candidates for the position of Lead HSE Advisor – Projects (Omani nationals). Only candidates who meet the minimum qualifications and experience outlined below will proceed to the next stage of the recruitment process.

ROLE PURPOSE:
1. Deliver HSE activities and support to achieve Goal Zero vision (no harm to people, no leaks) in Major Projects. Specifically;
2. Facilitate full compliance and continuous improvement of all applicable safety systems and processes, including Company HSE policies and procedures, and Government Legislation.
3. Support the development of the Company's Safety Culture, such that all harm to people, leaks and asset damage can be prevented.
4. Day-to-day responsibility for providing checks and assurance that Project risks (harm to people, environment and asset damage) are effectively managed to ALARP.
5. Provide supervision and training of staff and contractors to ensure that safe and efficient work practices are fully implemented.
6. Responsible for ensuring that adequate emergency response personnel and equipment is in-place and functioning.

ROLES AND RESPONSIBILITIES:
1. Provide day-to-day hands-on advice and support to the Project Manager and the Project Team on all HSE Risks and Activities (dotted line reporting).
2. Monitor Contractors’ HSSE compliance and performance (inc. Sub-Contractors) against the Contract requirements and HSE Plan. Ensure that
3. Plan, lead and supervise Project HSE advisors (Staff and Contractor personnel) in performing Site inspections and assurance to verify Contractor compliance with HSSE requirements.
4. Plan and supervise Project and Site HSE inductions for new Staff and Contractors.
5. Incident Investigation facilitator to support investigation of all HSE related incidents.
6. Supervise the maintenance of all Project ER equipment to achieve full state of readiness
7. Plan and deliver emergency drills for the Project site.
8. Promote HSE awareness to all Project staff and Contractors through meetings, campaigns, and safety alerts.
9. Identifying and arrange recognition (by Project Management) and celebrations for notable HSE events and milestones achieved in the Project.
10. Identify and implement risk management campaigns and initiatives for the Project organisation.
11. Organizing and conducting regular Contractor HSE meetings every month and with the contractor management on a quarterly basis.
12. Prepare and implement annual Project HSE Plans, align Contractor HSE Plans accordingly. Implement applicable requirements from the Corporate HSSE Plan.
13. Support Data reporting and dashboards to enable informed decision making and prioritisation by Projects Management.
14. To manage and lead the HSE advisors in area of Contractor HSE, HSE trainings and Business support
15. Provide input to Pre Start-up Safety Reviews (PSSRs) and Statement of Fitness (SoF) during commissioning and start-up.
16. Provide ad-hoc support, advice and training to other MP departments and contractors on HSE techniques and standards.
17. Support HSS/2 Team in the Contractor Safety Management pre-award (selection) phase including risk, mode and capability for new contracts.
18. Act as the delegated Projects HSE Manager (HSP) during his absence.

Requirements:

MINIMUM REQUIREMENTS (Qualifications and Experience):
1. University degree or diploma in a technical discipline (e.g. HSE, engineering, science).
2. A minimum of 7 experience in Oil & Gas / petrochemical or other relevant industry with a minimum of five years in HSE advisory / management roles.
3. To possess a passion for HSSE, People development and Ethics & Compliance
4. Excellent knowledge of the HSE risk management particularly related to construction activities. Includes Policies and Procedures, Control Framework manuals, and international standards / best practice.
5. Ability to supervise own staff and lead / coordinate Contractor HSE Personnel.
