Job purpose
The QA/QC Vendor Surveillance Supervisor is responsible for implementing and overseeing the Quality Surveillance Program for all materials and equipment procured under the project EPIC package. This includes ensuring compliance with the operatoru2019s Quality Management System, technical referential, and applicable international standards.
Key responsibilities
Quality surveillance & inspection coordination
Implement the Major Project Quality Management System at the project level.
Ensure adherence to the operator Technical Referential and international/local codes.
Support the RP QA/QC Lead in managing vendor package quality.
Review vendor procedures, quality records, and certification documents.
Manage Notifications of Inspection (NOIs) from contractors and ensure proper distribution.
Coordinate Third-Party Inspector (TPI) mobilization for Witness/Hold points per approved Inspection & Test Plans (ITPs).
Maintain and monitor the inspection register and 6-week lookahead schedule for FATs.
Ensure inspection reports, FAT documentation, and outstanding work lists are properly reviewed and distributed.
Verify that all package quality documents are approved prior to inspection and ensure submission of complete Vendor Data Books.
Vendor & contractor interface
Participate in Pre-Inspection Meetings (PIMs), weekly QA/QC meetings, and other inspection-related discussions.
Launch Calls for Tender (CFT) to inspection agencies and evaluate TPI candidates.
Issue Service Orders for TPIs upon HSEQ Manager approval.
Provide TPIs with relevant standards and procedures.
Witness vendor audits and ensure the operator representation during source inspections.
Review and coordinate discipline-specific feedback on vendor quality documents.
Monitor VMDR status and ensure timely approval of all quality documentation.
Compliance & reporting
Promote and ensure compliance with the operator HSE policies and Life Saving Rules.
Treat all project-related information with confidentiality.
Issue or review Non-Conformance Reports (NCRs) from contractors/vendors.
Report regularly to the RP QA/QC Lead on inspection activities, findings, and progress.
Qualifications & experience
Education
Bacheloru2019s Degree or Diploma in Engineering (Mechanical or related discipline).
Additional knowledge in Welding, NDT, and Coating is advantageous.
Professional experience
Minimum 15 years of total experience in engineering and QA/QC.
At least 10 years in project environments.
Minimum 5 years in vendor package source inspection coordination.
Experience with:
Skills
Strong leadership and communication skills.
Ability to work in complex, multicultural project environments.
Proficiency in MS Office and relevant engineering software.
Fluent in spoken and written English.
