Role Purpose:
The Senior Regulatory Financial Expert plays a critical role in ensuring the company’s compliance with regulatory frameworks, supporting price control submissions, and contributing to strategy development for regulated business activities. The role requires deep understanding of economic regulation, RAB model mechanics, tariff methodologies, and financial modelling used for regulatory submissions. The incumbent will work closely with regulators, internal teams, and external stakeholders to ensure alignment with evolving regulatory requirements and to safeguard the company’s financial and operational sustainability.
Key Responsibilities:
1. Regulatory Strategy & Policy Development
• Contribute to the development, review, and implementation of internal policies and procedures related to economic regulation and compliance.
• Ensure regulatory policies and methodologies (e.g., RAB valuation, WACC, asset lives, CAPEX/OPEX treatment) are updated based on regulatory changes and organizational needs.
• Support the development of regulatory strategy to optimize allowed revenues, returns, and long-term business value.
2. Economic & Financial Modelling
• Lead economic analysis and financial modelling related to the RAB framework, including asset valuation, depreciation profiles, cost of capital, and tariff projections.
• Develop financial impact assessments for regulatory decisions, tariff adjustments, and price control submissions.
• Analyze cost structures and operational drivers to ensure accurate regulatory reporting and cost allocations.
• Prepare sensitivity analyses, benchmarking, and scenario modelling to support strategic discussions and regulatory negotiations.
3. Regulatory Submissions & Reporting
• Prepare, review, and submit regulatory filings including annual performance reports, price control submissions, CAPEX justifications, and efficiency reports.
• Ensure accuracy, completeness, and timely submission of all required documentation aligned with regulatory guidelines.
• Support audit processes initiated by regulators, including provision of relevant data, reconciliations, and responses to queries.
• Maintain a comprehensive database of regulatory commitments, historical RAB movements, and approved allowances.
4. Regulatory Monitoring & Impact Assessment
• Monitor local and international regulatory developments, policy reforms, and changes in price control methodologies.
• Conduct impact assessments on company operations, revenues, cashflows, and future investments.
• Provide internal advisories and recommendations to senior management on regulatory risks, opportunities, and required actions.
5. Stakeholder Engagement & Representation
• Engage effectively with regulatory bodies, government agencies, auditors, consultants, and industry partners to support submissions and consultations.
• Represent the company in regulatory meetings, hearings, workshops, and consultation sessions.
• Support preparation of negotiation materials, presentations, and consultation responses.
6. Internal Collaboration & Knowledge Sharing
• Communicate regulatory changes, new guidelines, and their implications to internal stakeholders including senior management, finance, operations, asset management, and legal teams.
• Facilitate internal training and development programs to elevate the regulatory knowledge across the organization.
• Collaborate cross-functionally to collect data, validate assumptions, and ensure alignment between regulatory and corporate financial models.
Requirements:
Education
• Bachelor’s degree in Finance, Economics, Accounting, or related field.
• Master’s degree or professional certification (e.g., ACCA, CPA, CIMA, CFA) is an advantage.
Experience
• 8–10 years of experience in regulatory finance, economic regulation, utilities, or infrastructure sectors.
