Job Summary

The Senior Resident Engineer will be based on site on a full-time basis.

- He/ She reports to the Site Operation Manager and will be responsible for the complete project management cycle of the project.
- He/she ensures that the relevant work is being carried out in accordance with specification, standards, approved method statements; relevant approved drawings and that contractor fully comply with the requirements.
- He/she assists and mentor Engineers, Inspectors and other staff in effectively managing their assigned jobs.
- He/she reports any HSE violations on site to Atkins Safety Manager for his action.
- To report Quality non-conformances to Quality manager and assist in closing out of the same.

Functional Relationships

Internal : Project Management Team, Structures Team, Infrastructure Team, Architectural Team, Building Services Team, Head of Departments

External : Atkins Clients, Contractors and external sub-consultants

Responsibilities

- Quality Health Safety and Environment
- Ensure compliance with all Atkins QHSE policies.
- Communicate all hazard related issues through relevant channels.
- Ensure compliance with Atkins quality, health, safety and environment management systems.
- Record and inform QSE Manager of all incidents and accidents.
- Cooperate with QSE/HSE Managers.
- Observe health and safety best practice at all times.
- Assist contractors to better health and safety performance on projects.
- Reports any HSE violations on site to Atkins Safety Manager for his action.
- Report Quality non-conformances to Resident Engineer/ Discipline Engineer and assist in closing out of the same.
- Site Supervision
- The Sr Resident Engineer (SRE) is responsible for the overall operation and management of the site supervision works as well as coordination with CLIENT and the Contractor. The SRE is ATKINS representative on site and has been delegated certain powers to carry out his duties on site.
- SRE is responsible for ensuring that his staffs' carries out the duties required of them pursuant to the scope of services defined in the Consultancy Agreement in order to provide an efficient and effective service to CLIENT.
- The primary responsibilities of the Senior Resident Engineer are as listed below:
- Overall management of the Project.
- Overall management of site supervision team.
- Project control, Monitoring of approved programme and main Client interface.
- Coordination with Client and Contractor.
- Overall management of submittals and inspection processes.
- Overall monitoring the Contractor's activities on site with respect to technical, programme and contractual compliance.
- Overall responsibility for maintenance of quality standards in works executed by the Contractor.
- Issuing of invoices to the Client for Atkins' services and following-up on payment.
- Review Contractor's performance of the Works for strict conformance with the Contract Documents to allow for proper payments
- Assist in reviewing Contractors' monthly Applications for Interim Progress Payment and Final Payment to assure proper valuation for the Works in place
- Attend all project related progress meeting.
- Ensure implementation of project quality and document control procedures.
- Ensure adherence to the Project's Health & Safety within the scope of Construction Supervisor
- Plan and instruct as recommended by the Safety Manager, appropriate action on Health & Safety issues.

Technical Competencies

- Degree in Civil Engineering, Construction Engineering, Electrical Engineering, Mechanical engineering or Architecture degree from a recognized university or relevant professional qualification.
- shall have a minimum of 15 years relevant experience, with more than 10 years on town ship projects as Resident Engineer, and 7 years in gulf region.
- Analyse technical/construction build-ability issues and provide drawings / sketches for construction in coordinated with engineering and other disciplines .
