Specific Accountabilities:
- Understands the validity criteria for active barriers (Independent, Effective and Auditable).
- Demonstrates experience of confirming, checking, and ensuring validity of barriers during DR, HAZOP, IPF, Bow-Tie, ALARP demonstration decisions and risk assessment.
- Intervenes, where necessary, during the workshops or during decision making to check or ensure validity criteria for barriers.
- Identifies and leads the team to identify escalation factors and escalation factor controls during Bow-Tie workshops or equivalent reviews.
- Identifies HSSE critical activities or tasks to maintain the integrity of new hardware and human barriers. Identifies HSSE critical activities or tasks that are missing to maintain the integrity of existing hardware and human barriers.
- Prepares, facilitates, and develops ALARP demonstrations for projects, starting from identify and assess phase up to operate and decommissioning phase. For FEED/DD projects, provides input and compliance statement to project ALARP demonstration or statement of fitness requirement elements and checklist.
- Competent to check assumptions and inputs used in SIL classification, IPF, and LOPA workshops.
- Develops (designs) HSE cases and manages interface with other disciplines.
- Demonstrates experience of timely and quality closure of project HSE actions.
- Competent to identify and develop required deliverables for facility change proposals and field improvement projects.
- Prepared and actively participated in DR, HAZOP, IPF, and retro HAZOPs.
- Provided inputs and attended interviews during pre-startup audit (PSUA) and other assurances.
Qualifications and Experience:
- Minimum of 12 years total experience in production or engineering of oil and gas facilities, including a minimum of 10 years experience in TSE in oil and gas.
- Experience in physical effects modelling and quantitative risk assessment.
- Previous experience conducting studies using Shell FRED, SHEPHERD software, and/or other PEM/risk integration software.
- Formal certification in technical safety will be preferred.
- Competent to interpret and apply technical safety engineering related industry standards into projects.
- Competent to interpret and apply Shell DEPs into projects.
- Competent to interpret and apply PDO standards into projects.
- Competent to interpret and apply fire safety and fire protection/NFPA standards.
- Passion to contribute, provide inputs, and feedback to PDO standards and systems improvements.
- Understands the process of variance/deviation management and is competent to provide required inputs and engagement as per variance tracking tool.
- Understands PDO project management of change (PMoC) process and is able to provide required inputs if needed.
- Safeguarding: competent to advise projects and/or competent to identify anomalies on the following topics:
- Overpressure and under pressure safeguarding (offplot and onplot).
- Venting, flaring and relief.
- Flare and relief hardware/installation.
- Blowdown and/or drain systems.
- Hazardous area classification and selection of appropriate equipment/electrostatics.
- Competent to interpret and apply technical safety and fire engineering related industry standards into projects (NFPA, API, EI, PDO, Shell, Total, ADNOC).
- Competent to conduct firewater demand calculations.
- Competent to conduct steady state/transient hydraulic analysis of firewater system.
- Understands and can implement applicable design, procurement, construction, commissioning, and operation and maintenance requirements for:
- Active fire protection systems.
- Passive fire protection systems.
- Firewater ring main and distribution systems.
- Firewater pumps, storage tanks, and deluge systems.
- Fire and gas detection systems.
- Gaseous fire protection systems.
- Facilitated or led workshops for technical safety, which may include but are not limited to HAZID, HAZOP, Bow-Ties, ALARP demonstration, MOPO/SIMOPs workshop, SCE identification workshops, DEM1/DEM2/LFI screenings and demonstrations.
