Job description / Role

Employment: Full Time

* Lead and manage the delivery of project by coordinating multidisciplinary teams ensuring quality delivery within budget and to the programme
* Manage project priorities through day to day liaison with the contracting client's management team
* Be responsible for managing the project controls team and ensuring all commercial aspects are tightly controlled to budget and programme
* Establish working relationships with the contractor and the client organisations, including stakeholders in coordinating the project interfaces-Instigate and manage change control procedures
* Coordinate with other team member to develop a detailed work plan and implementation schedule;
* Review and prepare project scope, capital and operating cost estimate, implementation schedule, contracting, and implementation arrangements;
* Ensure quality reports are delivered on time;
* Review and confirm the proposed technical design and configuration of the coal-fired power plant prepared by the project preparatory consultant;
* Review and confirm the proposed technical design and configuration of the supercritical coal-fired power unit and ensure contractor's designs and works are executed following projects requirement;
* Assist an International Procurement Specialist and GHCL in tendering procedures, including (I) reviewing the bidding documents, especially on technical related matters, (II) sharing information during the pre0-bidding meeting, (III) providing clarifications to bidders during bid preparation, (iv) seeking clarification from bidders during bid evaluation, and (v) issuing addenda to bidding documents, if required;
* Assist an International Procurement Specialist and GHCL in technical and financial evaluation of bids by preparing drafts Technical Bid Evaluation Report (TBER) and Financial Bid Evaluation Reports (FBER) in accordance with ADB's procurement guidelines (2013, as amended from time to time) and ADB's Guide on Bid Evaluation (2009, as amended from time to time);
* Act as focal person to coordinate with GHCL & ADB on all technical & all technical & contractual issues to assignment.

Requirements

* Bachelors or higher degree in engineering with 5 years' experience of leading a team of experts for supervision of EPC contracts for power plants.
* The expert should preferably have 20 years of professional experience in the design and management of major power plant projects, more than 10 years of experience on supercritical / Ultra- supercritical coal- fried projects would be advantage.
* The expert should preferably have previous experience in procurement, engineering, business administration; knowledge of international organisation/ agencies; donor-funded projects, particularly ADB-funded projects, and disbursement and monitoring procedures.
* Several years of experience in project implementation of supercritical coal fire power plants would be preferred. The expert will manage the team, serving as team leader and power plant engineer all at the same time.
* 15 years' experience of managing contracts including Design and Build Contract Forms (preferably FIDIC and/or World Bank Forms) with a firm understanding of claims management.
* Previous experience in developing countries in the region in desirable.
