QA/QC Manager


Job Summary

Overall responsibility for the QA/QC procedures and standards for the Contract.

• Manages all aspects of the QA/QC process;
• Ensures that the agreed standards are achieved for both the offshore and on-shore QA/QC activities. Reports to the EVP for a final ruling In case of conflict related to resolution of QA/QC issues;
• Authorized to instruct remedial work requirements after consultation with the Project Director, EP Contract Manager, and the Head Office EVP as appropriate;
• Advises the Head Office EVP and the Project Director of any impediments that affect his capacity to execute the assigned responsibility;

QA/QC support by Specialist Consultant
• Evaluates the ITP proposals by the Contractor, proposed modifications by the Specialist Consultants appointed by and negotiates agreement with the EP Contractor to formalize the final ITP scope and requirements;
• Evaluates and acts on QA/QC issues identified by the appointed Specialist Consultants, as appropriate. The scope includes both on-shore and off-shore consultant QA/QC evaluation;

EP Contractor, QA/QC
• Assesses procedures, methodology, standards and implementation of the EP Contractor QA/QC process for off shore and on shore activities. Resolves areas of conflict where these do not meet requirements;

DMCI QA/QC Standards
• Identifies short falls in QA/QC standards and resolves areas of conflict during design and construction;

QA/QC Rectification Works
• Advised the project of Director of QA/QC issues that affect programme and cost;
• Collaborates with all relevant parties including the Engineering Project Manager, Design Manager, Site Manager and Contract Manager, etc. to identify optimum remedial work solutions and recommends these to the Project Director;
• Informs the EVP and seeks guidance from the EVP as needed;

• Ensures that QA/QC procedure are properly documented to reflect the scope of work done, errors and omission are clearly documented, together with recommended actions, including reinspections testing, effect on Programme, etc.;

Owner Relations
• Ensures harmonious working relationship with Owners representatives including Owner’s Consultants and inspectors;

Inspection teams and procedures
• Develops appropriate standards and operating procedure to ensure effective implementation and reporting of inspections results, sign off on completion of inspections and recording of remedial work as appropriate;

• Coordinates with the Planning Manager and Construction Manager to ensure inspections are completed in a timely manner and do not disrupt the construction process;

Non Conformity Notices

Collaborates with relevant parties to ensure:
• relevance of non conformity notices.
• impact on time and cost
• impact on contract as evaluated together with the contract Manager’s team.

Technical Library
• Maintains a library which includes all SOP, records of inspections, results etc. including recommendations as well as any other useful information applicable to future projects;

Risk Management
• Collaborates with the Risk Management Consultants. Highlights risks and implements risk mitigation as agreed with relevant parties;

• Manages his staff and keeps them informed of relevant management and project related issues;
• Ensures all staff have an up to date job description, are fully aware of their area of responsibility and accountability and they discharge their duties accordingly; People Development
• Supports site team regarding technical questions;
• Acts as the resource person to staff on technical matters;
• Assists in strengthening the organization and competencies of the group;
• Assists management in assessing the training needs and provide training accordingly; and Perform other tasks that maybe assigned from time to;
