Employment: Full Time

We are seeking to recruit on behalf of our client a CATEGORY SPECIALIST who will be working in their SUPPLY CHAIN DEPARTMENT based in Qatar on a long term residential contract married or single status.

Job Requirements
- Establishment of Agreements by planning, strategizing, specifying, sourcing, tendering, technical and commercial evaluations, HSE and Legal compliance, negotiations, award, acceptance, Agreement contract documentation fulfilling contractual obligations, Agreement execution, Administration through enhancements, monitoring funds, stock consumption, timely renewal and extension, prompt resolution of Supplier claims and disputes, Audits at Supplier facilities and closing out Agreements whilst ensuring compliance to the contractual requirements, clients Regulations, Policies, Procedures, applicable State laws, client Code of Conduct and Conflict of Interest Policy.
- Maintain high level of compliance to client Code Of Conduct, client Regulations, Policies, Procedures and Standards. Ensure strict confidentiality in all contractual matters, being the single point of contact in various strategic purchasing initiatives with internal and external interactions.
- Contribute in achieving the critical success factors and KPIs in the long- term supply agreements, as well as contribute to the support development of Category Management Objectives.
- Evaluate contractual supplier disputes/claims in order to determine client’s position, propose resolution and ensure that the financial and operational risks are appropriately addressed.
- Conduct root cause analysis and implement corrective and preventative actions with respect to obstacles affecting Agreement effectiveness and efficiency.
- Maintain risk register & basic data on Contractor performance to facilitate day-to-day decision making
- Coordinate with Supplier Performance section in order to objectively maintain performance data to support decision making
- Recommend risk mitigation actions to support un-interrupted supply of materials for Oil and Gas production.
- Develop negotiation strategies, supports negotiations and actively participate in the negotiation process to achieve client's best commercial outcome.
- Keep abreast of latest economic trends and maintain Category profiles to support sourcing and negotiation strategies
- Apply benchmarking information to validate competitiveness of long-term supply agreements.
- Assist in mentoring of new staff, with emphasis on Qatari development. Implement and comply with Corporate HSE programs/guidelines in the Agreement development and administration.
- Implement Strategic Business Plan for establishing long-term agreements in support of proactive business model to ensure un-interrupted supply of materials, equipment and related services to Oil and Gas Operations.
- Conduct Category Strategy and Category Planning after detailed spend analysis to assess long-term agreement requirements to ensure supply of materials through a proactive supply chain model. Implement sourcing and tendering strategies for each category in line with the associated risk profile and sourcing strategy matrix.
- Develop and implement the tender strategy and plan, tender scope, vendor pre-qualification, technical and commercial evaluations criteria, price analysis, review of deviations to determine client’s position and initiate/achieve resolutions to deviations
- Coordinate and liaise with Legal, Finance, Quality Assurance and the Initiating Departments as a cross functional team for achieving successful results in the best interest of client
- Co-ordinate for timely and fair technical evaluation of bids and conduct commercial evaluation to successful award strategy to meet the objective of ‘increasing purchasing efficiency and minimizing administration’.
- Administration of established Agreements in support of proactive business model to ensure un-interrupted supply of materials, equipment and related services to Oil and Gas Operations
- Executes established agreements with Initiating Departments, Purchasing focal points and suppliers verifying mobilization, completing accurate set-up of all data points in business system (SAP) and on Intranet
- Links Purchase Requisitions to Agreements.
- Monitor and control Agreements (renewals, consumption, extensions, additions, replacements and deletions) and Agreement enhancements to ensure un-interrupted supply of materials and services
- Drives the Agreement Variation process (obtain Prices, co-ordinate for timely and fair technical evaluation of bid and conduct commercial evaluation and negotiation) to successful award variation and amendment to Agreement.
- Review and update Technical Specifications as and when required. Eliminate duplicates, apply volume discounts and annual indices to ensure that the correct material is on the Agreements with valid pricing
- Conducts periodic stock audits and coordinates HSE and Sustainability audits at Contractor Warehouses
- Report non-conformances to management with proposed corrective and preventative actions to mitigate risk of supply disruption and follows up
- Reconciles expenditure with Contractor and issues the statement of final accounts to facilitate formal close-out of Agreement

Requirements

- Membership of international supply chain institution is desirable
- Minimum of 10 years’ experience in establishing and administering long-term agreements, in an Oil and Gas environment
- Knowledgeable of international standards and manufacturers for Oilfield equipment and materials
- Proficient in SAP MM Module, Microsoft Office especially MS Word MS Excel, MS
- Access and MS PowerPoint applications
- High proficiency in verbal and written English
- Understanding of commercial and contractual concepts, agreement strategies and financial implication
- Good interpersonal, presentation and analytical skills
- Bachelors’ of Mechanical or Electrical Engineering discipline from a recognized University
- Membership of International Supply Chain Institution is desirable
