Job description / Role

• Develop, execute and manage project commissioning management to ensure project completion in accordance with time, cost and quality objectives.
• Coordinate site to ensure smooth functioning of all departments;
• Ensure compliance with Quality and HSE requirements;
• Lead the project organizational unit throughout the project duration and be the focal point between client and QPM team along with Project Director.
• Prepare, update and/or develop of the Commissioning Plan, Responsibility Matrix, & Commissioning Programme and working to implement it
• Develop management tools for monitoring and measuring progress of testing & commissioning activities
• Setting up the commissioning strategy document which outlines the procedures and processes to be utilized to manage the T&C activities
• Coordination with the MC and his Commissioning Engineers to ensure the development of the integrated commissioning plans in addition to overseeing the commissioning schedules
• Respond to changes in the commissioning process objectively and in timely manner.
• Identify all design data and ensure adherence to specific code, standards and local regulations in relation to the commission tasks.
• Coordinate, manage and attend all FAT – Factory Acceptance Testing
• Scheduling, monitoring, witnessing and reporting on T&C activities to end user and development team
• Review method statement, physical progress data & reports generated by the MC commissioning team and provide support on technical guidance
• Review and evaluate commissionability of designs to minimize time taken on site,
• Evaluate the manpower resources requirements against the commission programme in the management team side and the contractor side and provide the recommendation.
• Evaluate the strengths and weaknesses of the commission team working in the commission management side and Contractor side and recommend the remedial action to form an effective team.
• Responsible for all aspects of site safety for commissioning team and others including risk assessment, method statements toolbox talks.
• Ensure proper managing traffic management systems testing & commissioning and all are witnessed by the mechanical commissioning manage
• Manage the preparation process and production of O&M Manuals and As Built Drawings till it is handled to the Owner/End user
• Manage all necessary client & maintenance team training
• Ensure the Client satisfaction with the end product
• Responsible, on behalf of the Client for all site events within the scope of the contract in relation to the commissioning management.
• Liaisons with Local Authorities, the building owner and facility management teams.
• Recognize the commission team abilities and know when to call for assistance in dealing with matters which fall beyond their experience and beyond their responsibilities.
• Chairing Commissioning meetings on a regular basis with the Site Team and Client Team
• Directs/Manages the resources of the Commissioning Management Team.
• Provide guidance to the MC commissioning team in analyzing the SOW and ensure that preparation procedures for systematic and sequential testing, pre-commissioning activities, start up and final commissioning activities are achieved in a timely manner
• Reports to the Senior Project Manager.
• Ensure proper managing the testing and flushing of the chemical treatment systems including the chilled water systems and domestic water services and all are witnessed by the mechanical commissioning manage
• Ensure proper managing the testing and commissioning of the Mechanical & HVAC systems including BMS control packages and all are witnessed by the mechanical commissioning manage
• Ensure proper managing the interface and integration of the Cooling Plant (Energy Centre) to provide the project chilled water requirement and all are witnessed by the mechanical commissioning manage
• Ensure proper validation and verification of the air performance systems witnessed by the mechanical commission manager and team
• Ensure proper validation of the electrical distribution test results witnessed by the electrical commission manager and team
• Ensure proper validation for the HVAC BMS control functionality and integration with other BAS witnessed by both of the mechanical and electrical commission managers and team


• Minimum 15 years post graduate experience
• Mechanical or Electrical Engineering Bachelor's Degree
• Strong experience with High Rise tower projects and experience of QCDD regulations in Qatar
• Advanced commissioning methodologies
• Advanced stakeholder management
• Understanding of real estate, infrastructure & allied industries in the GCC
• Understanding project environment
• Awareness of construction laws & regulatory environment
