Job description / Role

Employment: Full Time

Purpose: Plans, manages, coordinates and monitors the overall activities of Construction from through EPC phase. Responsible for planning and establishing organizational structure, construction procedures, construction standards, methods, and services to fulfill the wide variety of technical and construction support associated to ZEKREET Project targets and objectives.

Tasks and Duties:
- Supervises the activities of assigned personnel within the Project Construction Organization. The specific Managerial and Supervisory responsibilities of all such jobs are detailed in a separate document, included in all job description Manuals.
- Directs and establishes the design philosophy for ZEKREET systems, standards, procedures, methodology and the necessary protocols to carry out the variety of construction support services, to a high standard of performance, which is expected by Shareholders.
- Is responsible to interact with Shareholders throughout the design phase and present periodic updates on design features to ensure smooth completions transition. Schedules all Pre-HAZOP/HAZOP Studies, Safety Reviews and HAZID and ensures responsible participants contribute during meetings and disposition action from meetings in a timely manner.
- Responsible for overall facility, including all mechanical, electrical, instrument, process, systems, structural and civil works. Monitors all phases of project activities from conceptual and P&ID reviews, Process Technical Reviews (including Commissioning Dossier reviews), preparation of bid packages, participates in contract negotiations as required and recommends contract awards. Oversees project construction or installation work by contractors and approves progress or final payments as their work is accepted.
- Independently reviews Inspection programs, Inspections, Non Destructive Tests (NDT) and general surveys on systems such as pressurized vessels, piping, above and undersea pipelines or structures, cathodic protection systems, to ensure code compliance. Provides advice and specification for industrial painting, controlling trade testing and x-rays to contract welders, certifying lifting devices, providing expertise in metallurgy and corrosion.
- Manages the establishment and maintenance of a Technical Documentation and Standards. Includes ensuring the correct revision of project procedures, codes and standards are utilized (including records and publications) and making these available to end users.
- Participates in project budget development to ensure GATE review process is adequately described to ensure reasonable funding is in order to successfully carry out the various Construction tasks. Monitors budget reports on a monthly basis and investigates and reconciles any significant variances to ensure timely resolution.
- Participates in/or chairs a variety of meetings to discuss various plans, environmental and safety issues or outside meetings with Government officials, ventures, Shareholders, contractors and provides technical explanations and recommendations as appropriate.
- Responsible for the support of Project’s and Operating Company’s safety, environment and Quality policies and programs, and carrying out specific duties and responsibilities related to his job as spelled out in Management system documentation, policies, procedures, local documentation, Management System Manual, Safety Manual and other related documents.
- Carries out other similar or related duties such as reviewing project activity reports, plans, contracts, bid proposals, budgets and other publications, ensuring the proper maintenance of databases, computer-based and manual files and records, and stays abreast of current state-of-the-art technological developments and improvements.
- Responsible for document approvals through-out all phase of the project, including timely review, commenting, and approvals. Monitors correspondence, letters, RFI, deviations and transmittals by actions required by dates and provides timely direction and/or decisions.
- It is the policy of Qatargas to pursue an active and effective training program for its Qatari employees and each expatriate is expected to participate fully in this effort. The Company is aware that training Qatari employees, whether in the classroom or on the job requires considerable time and effort on the part of expatriate staff. Acceptance of employment with the Company carries with it the understanding that each expatriate employed will participate fully in such training.
- Maintains Project’s Key Issues list and ensure timely reporting and disposition of actions.

Requirements

- Bachelor’s degree in an Engineering discipline.
- 12-15 years' in work in the Gas or Petrochemical industry, with extensive management training and specialized technical courses in environment, safety, inspection and corrosion and project management.
- A high proficiency in written and spoken English.
